Dear Mr. Ewolinski:
By letter dated August 15, 1988, you requestad that I provida clarification of wy June 15, 1988 letter regarding the withdrawal of the license renewal application filed on May 12, 1988 by Southern California FM=<ws (S2) cm behalf of Mr. Maurice P. Acosta, Reactor Operatar License Decket No. 55-8347.
Specifically, you requestad that I advise you dether my June 15, 1988 letter represents "a current delamination by S3 (1) that, pursuant to 10 CFR 55.25 the licensed individual, Mr. Acosta, has developed a ocndition that causes Mr. Acosta to fail to meet the requirements of 10 CFR 55.21 an4/cr (2) that pursuant to 10 CFR 55.55(a), the licensed individual, Mr. Acosta, no longer needs to maintain a license (a) for the remaining term of his license (ie, until July 1, 1988) and/or (b) after the expiration data specified in his license sudi that the i
determination is effective as of July 1,1988."

certifiability with respect to 10 CFR 55.21. This response also stated that the intent of the June 15, 1988 letter was to notify you of Mr. Acosta's removal

from license duties pending ocmpletion of a rehabilitation pi4=m and s====ful ocmpletion of medical, psychological, and manacgs.nt evaluations to detamine whether he meets the requirements of the NRC, including those specified in 10 CFR 55.21, and other NRC and S3 requirements, including reliability and trustworthiness determinations mvy for granting unescorted access to the Protected Area.
I The purpose of this letter is to inform you that Sm has ocmpleted the evaluation l
regarding Mr. Acosta's certifiability. The results of Sa's medical, l
psychological, and manag=#nt evaluations are such that if Mr. Acosta were
