e June 28, 1988 Director Office of Enforcement, USNRC. l This letter is written to attest to the credibilit' and high degree of professionalism displayed by Maurice P. Acosta during my eight year occupational acquaintance.

I worked with Mr. Acosta directly during the simultaneous unit startup of San Onofre 2 and 3. This was the most grueling and stressful time of San Onofre history. During this time, our inexperienced staff dealt with major uncertainties. In all of Mr. (

Acosta's evaluations and evolutions, ! obcerved only the highest degree of regard for public protection. Hr. Acosta did not hesitate to exhibit his number one priority (public protection) continuously in the f ace of every challenge.

I am presently a Southern California Edison management ,

employee, trained in ' Fitness for Duty Recognition and Intervention." Mr. Acosta has never shown probable cause to '

question his fitness for duty.
