DUANE ARNOLD ENERGY CENTER CONFIRMATION OF INITIAL LICENSE EXAMINATION

Dear Mr. Anderson:

In a telephone conversation on October 18, 2012, between Mr. Eric Murray, Operations Trainer, and Mr. Bruce Palagi, Chief Examiner, arrangements were made for the administration of licensing examinations at the Duane Arnold Energy Center during the week of April 8, 2013.

In addition, the U.S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of March 18, 2013.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by November 26, 2012. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by January 14, 2013.

Pursuant to Title 10 of the Code of Federal Regulations (CFR), Section 55.40(b)(3),

(1 0 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval.

All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

R. Anderson Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024),

and waiver requests (if any) (OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Duane Arnold Energy Center.

The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. William Simmons, Training Manager. Note that any examination waivers and application denials have been addressed in a separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," one day during the week of April 15, 2013. The NRC staff will administer the operating tests during the week April 8, 2013.

Dear Mr. Wells:

We have received your letter NG-11-0256, dated July 11, 2011. In that letter, you confirmed initial operator licensing examinations be scheduled for April 2013 and April 2015.

In response, we had previously scheduled initial operator licensing examinations for the weeks of AprilS and 15, 2013, and April27, 2015, at the Duane Arnold Energy Center. However, these dates have changed due to changes in the number of applicants in each class. The 2013 initial operator licensing examination date has been changed to the week of April 8, 2013, with an on-site validation date of March 18, 2013. The 2015 initial operator license examination dates have been changed to the weeks of April 27 and May 4, 2015, with an on-site validation date of AprilS, 2015.

The NRC will write your 2015 initial license exam in accordance with NUREG 1021, Revision 9, Supplement 1. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examination scheduled for 2013 unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for the 2015 examination, the examination was scheduled for two weeks. Please inform us if the number of candidates change for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program.

DUANE ARNOLD ENERGY CENTER CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS

Dear Mr. Costanzo:

In a letter dated November 20, 2008 (NG-08-0877}, your staff requested we schedule an initial license operator examination during the week of June 20, 2011, or on the alternate week of June 26, 2011. We have tentatively scheduled the requested examination to start during the alternate requested week of June 26, 2011. Your staff also requested we schedule an initial license operator examination during the week of April 8, 2013. We have tentatively scheduled the requested examination to start during the specified week of April 8, 2013. On-site validation of these examinations is tentatively scheduled to occur approximately three weeks before the examination week. In the unlikely event that we are unable to support an examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine the need for the NRC to develop an examination. The letter we received indicated that more than nine applicants were being considered for the examinations. The examinations have been scheduled for two weeks to accommodate more than nine applicants. If the number of applicants should decrease below ten applicants, please inform us as soon as possible, as this will result in a schedule change. Please inform us at your earliest opportunity if you discover you need to change the scheduled date for the examination.

A supplementary letter will be sent to the training department approximately 120 days prior to each of these initial examinations. The letters will inform the training department of the chief examiner's name, outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program.
