C. 20555-0001 Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 10 CFR 50 Appendix E Evacuation Time Estimate Study for Turkey Point Nuclear Power Plant Pursuant to Part 50.4 of Title 10 of the Code of Federal Regulations (10 CFR Part 50.4), Florida Power & Light Co. (FPL) hereby submits the evacuation time estimate study (ETE) for Turkey Point Units 3 and 4. This study is submitted in accordance with the requirements of Appendix E to Part 50 of Title 10 of the Code of Federal Regulations,Section IV, Content of Emergency Plan, Item 4.The regulation requires the licensee to submit an updated study "within 365 days of the later of the date of the availability of the most recent decennial census data from the U.S. Census Bureau or December 23, 2011." The Turkey Point Units 3 and 4 ETE was developed in accordance with the federal guidance in NUREG/CR-7002 (SAND2010-0016P), "Criteria for Development of Evacuation Time Estimate Studies" published November 2011.Enclosure 1 contains a single DVD of the Turkey Point Units 3 and 4 ETE study. The DVD is formatted in a manner consistent with "Guidance for Electronic Submissions to the NRC." The DVD is labeled "KDL Engineering, P.C., Turkey Point Nuclear Power Plant Development of Evacuation Estimates." Appendix N of the enclosed report contains the completed NUREG/CR 7002 Appendix B, Table B-1 ETE Review Criteria Checklist for the Turkey Point Units 3 and 4 ETE.The enclosed ETE study provides the methods used to derive, for planning purposes, the time for public evacuation.
