Enclosure 1 TVA Letter Dated March 9, 2012 TVA Responses to Instrumentation and Controls Staff Information Requests RAI RESPONSES NRC Follow-up Request (SSER 23 Appendix HH Item Number 94)

By letter dated September 1, 2011, TVA provided a response to Open Item Number 94.

The response provided by TVA is incomplete since it only addressed Institute of Electrical and Electronics Engineering Standard 603-1991 Clause 4; the response was silent on the other clauses (e.g., Clauses 5 & 6). The response also did not identify how the Common Q Post-Accident Monitoring System (PAMS) design meets the documented design basis requirements.

a. Please provide detail and specific design basis information for core exit thermocouple and subcooled margin monitor indications associatedwith "Type A" manual actions.
b. Please provide to the staff information that demonstrates that the Watts Bar Nuclear Plant (WBN), Unit 2 Common Q PAMS design meets the applicabledesign basis requirements (e.g., trace from design basis to design).

Note: Clauses 5.2, 6.1, 6.6, 7, & 8 are not applicable to the technicalreview of the Common Q PAMS.

TVA Response to NRC Follow-up Request The response to this item is contained in Attachment 4, TVA white paper "Common Q PAMS Design Basis Conformance to the Requirements of 2IEEE 603"-1991," dated March 8, 2012.

2. NRC Follow-up Request (SSER 23 Appendix HH Item Number 98)

Note: TVA responded to the initial NRC RAI by letter dated September 1, 2011. With the exception of item 2.h.,TVA responded to the follow-up NRC information requests by letters dated December 22, 2011, and March 2, 2012.

2.h In Section 2.5.3, IV&V Phase Summary Report and Software Release Records are given as outputs of the implementation phase. Please confirm if WNA-VR-00283-WBT P, Rev. 4 (ML110770540) is the appropriateIV&V Phase Summary Report Record. Please provide a reference for Software Release Records documents and submit on docket.

TVA Response to NRC Follow-up Request WNA-VR-00283-WBT-P is the appropriate IV&V Phase Summary Report Record; however, the Software Release Record (SRR) listing provided in revision 4 was not complete.

Enclosure 1 TVA Letter Dated March 9, 2012 TVA Responses to Instrumentation and Controls Staff Information Requests In response to item 2.h, a review was performed of WNA-LI-00058-WNA, Revision 3, "Post-Accident Monitoring System (PAMS) Licensing Technical Report," and WNA-VR-00283-WBT-P, Revision 6, "IV&V Summary Report for the Post Accident Monitoring System." The review determined that no single complete listing of SRRs existed and the listings in the two documents were inconsistent. As a result, the decision was made to revise both documents. The complete listing of SRRs was incorporated into WEC proprietary document WNA-VR-00283-WBT-P (Attachment 1), Revision 7, "IV&V Summary Report for the Post Accident Monitoring System," dated February 2012 as Tables 5-1, 5-2 and 5-3. The partial listing in WNA-LI-00058-WNA was replaced by a reference to WNA-VR-00283-WBT-P.

Attachment 2 contains WEC non-proprietary document WNA-VR-00283-WBT-NP, Revision 7, "IV&V Summary Report for the Post Accident Monitoring System," dated February 2012. Attachment 3 contains WEC non-proprietary document CAW 12-3425, "Application for Withholding Information From Public Disclosure WNA-VR-00283-WBT-P, Revision 7, 'IV&V Summary Report for the Post Accident Monitoring System,'

(Proprietary)," dated March 1, 2012.

3. NRC Follow-up Request (SSER 23 Appendix HH Item Number 105)

TVA did not provide the information requested. The intent of Action Item Number 105 was to request an explicit mapping between the design bases (providedin response to Action Item Number 94) and the detailed design requirements. This mapping has not been provided.

Please provide an explicit mapping between the design bases and the detailed design requirements (i.e., between the informationprovided in response to Action Item Number 94 and the WBN Unit 2 Common Q PAMS SysRS).

Enclosure 3 TVA Letter Dated March 9, 2012 List of New Regulatory Commitments The following new regulatory commitments are contained in TVA white paper "Common Q PAMS Design Basis Conformance to the Requirements of IEEE 603-1991," dated March 8, 2012 (Attachment 4).

1. RVLIS will be included as a Type A variable in the next revision of TVA calculation WBNOSG4047, "PAM Type 'A' Variables Determination."
2. WBN Unit 2 FSAR,, Table 7.5-2, "Regulatory Guide 1.97 Post Accident Monitoring Variables Lists," will be updated to show RVLIS as a Type "A" variable in a future amendment.
3. WVA Design Criteria Document WB-DC-30-7, Revision 24, "Post Accident Monitoring Instrumentation," will be updated to show RVLIS as a Type "A" variable in a future revision.
4. WBN Unit 2 Technical Specifications Table 3.3.3-1 Line item 6 Reactor Vessel Water Level will be revised to remove the reference to note (g).
5. WBN Unit 2 Technical Specification Bases will be revised to identify RVLIS as a Type "A" variable.
