St. Lucie Units 1 & 2 GSI-191 Path Forward NRC Teleconference September 13, 2011 2*Outline St. Lucie resoluti on path forward to address requirements of GL 2004-02 and resolve GSI-191 for St. Lucie Units 1 and 2*

  • Planning for NextEra/FPL response to RAIs
  • Elements of path forward for St. Lucie may be revised based on industry testing results and NRC efforts to risk-inform a GSI-191 resolution per Commission direction Meeting purpose 3NRC Request for Additional Information (RAIs)
  • 16 RAIs(with subparts) for St. Lucie Unit 1, dated April 9, 2010
  • 11 RAIs(with subparts) for St. Lucie Unit 2, dated September 22, 2010*RAIsfor both units in following categories:

-Debris Generation / Zone of Influence (ZOI)

-Debris Characteristics

-Debris Transport

-Head Loss and Vortexing

-Chemical Effects 4 NextEra/FPL Response to the RAIs

  • Complete Response to RAIsrequired additional analyses and testing

-Existing analyses and testing did not support complete response to 2 nd round of RAIs

-NRC Staff advised NextEra/FPL not to submit partial response*Further industry testing needed for analyses assumptions (Zone of Influence and Downstream In-Vessel effects)

  • Strainer performance test protocol acceptable to NRC was not available to support a complete

response 5 NextEra/FPL path forward

  • Industry testing results will info rm resolution plans for St. Lucie
  • Full scope analyses and testing required to support response to RAIs

-Debris generation

-Debris transport

-Strainer head loss testing

-Strainer bypass testing

-Chemical effects analysis

-Debris interceptor testing

  • NEI 04-07 with refinements will be used for analyses
  • Use testing protocol generally acceptable to NRC
  • Expected completion of analyses and testing -June 30, 2013
  • Results will confirm quantity and location for insulation replacement 6 Insulation replacement (as required by analyses and testing)
  • Two (2) outages (2014 thr ough 2016) for both units
  • Scope based on analyses and testing results
  • Schedule for insulation replacement

-Unit 1 -complete early in 2016

-Unit 2 -complete late in 2016

  • Schedule includes the time required to plan the insulation replacements following the completion of analyses and

approved testing 7 Plans for response to RAIs

  • Complete analyses and testing -June 30, 2013
  • Submit supplemental responses providing results of analyses and testing -December 31, 2013
  • Keep NRC Staff informed of progress 8 Questions?
