Units 1 and 2, Cyber Security Plan License Amendment Request 09-05

Dear Commissioners and Staff:

By letter dated July 22, 2010, Pacific Gas and Electric Company (PG&E) submitted a request to amend the Facility Operating Licenses DPR-80 and DPR-82, for Diablo Canyon Power Plant (DCPP) Units 1 and 2, respectively, for the DCPP Cyber Security Plan (CSP).

On January 10, 2011, the NRC sent an e-mail to PG&E with a request for additional information (RAI) regarding the DCPP CSP. The DCPP CSP deviated from the NEI CSP template provided in NEI 08-09, Revision 6. The version PG&E submitted on July 22, 2010, specified "program" rather than "policy or procedure" in Section 3.1.1. This deviation triggered the RAI. Specifically, the RAI asked for clarification in Section 3.1.1 of the CSP that PG&E will have "a formal, documented, cyber security assessment and authorization QQ.!igy or procedure covering the listed topics under cyber security assessment and authorization."

PG&E commits to revising the DCPP CSP Section 3.1.1 to replace the term "program" with "policy or procedure," consistent with the template. This change will be included in the next revision of the DCPP CSP.

If you have any questions regarding this response, please contact Mr. Thomas Baldwin, Regulatory Services Manager, at (805) 545-4720.
