UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 November 5, 2010 Mr. Jon Franke, Vice President Crystal River Nuclear Plant (NA 1 B)

ATTN: Supervisor, Licensing & Regulatory Programs 15760 W. Power Line Street Crystal River, FL 34428-6708

SUBJECT:

REVISED REVIEW SCHEDULE REGARDING THE APPLICATION FROM FLORIDA POWER CORPORATION FOR RENEWAL OF THE OPERATING LICENSE FOR CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT (TAC NO. ME0278)

Dear Mr. Franke:

By letter dated December 16, 2008, the U.S. Nuclear Regulatory Commission (NRC or the staff) received the Florida Power Corporation application for renewal of Operating License No.

DPR-72 for Crystal River Unit 3 Nuclear Generating Plant (CR-3), in accordance with Title 10 of the Code of Federal Regulations Section 54.17. By letter dated May 22, 2009 (ADAMS Accession No. ML091200415), the staff issued a proposed schedule for the review of the CR-3 license renewal application.

By letter dated August 12,2010 (ADAMS Accession No. ML101460577), the NRC issued a revised schedule for the CR-3 license renewal application due to the ongoing analysis of the containment structure. The NRC has several ongoing license renewal reviews on similar schedules, and any delay in resolving technical issues in one project affects review schedules of other projects. Accordingly, the date for issuing the draft SEIS is being extended to January 21, 2011. The enclosed schedule contains the revised milestone dates. This change has been discussed with Mr. Mike Heath of your staff.

The extension on the environment review is not expected to adversely impact the schedule for a decision on license renewal. The final SEIS will be issued prior to the May 2011 meeting with the Advisory Committee on Reactor Safety.

J. Franke
