The U.S. Nuclear Regulatory Commission (the staff) and representatives of Arizona Public Service Company (the applicant) held telephone conference calls on April 23, May 17, and June 9, 2010, to discuss the staffs draft request for additional information (RAI) concerning the Palo Verde Nuclear Generating Station, Units 1, 2, and 3, license renewal application. The telephone conference call was useful in clarifying the intent of the staffs draft RAI. provides a listing of the participants and Enclosure 2 contains the draft RAI discussed with the applicant, including a brief description on the status of the item.

DRAFT REQUEST FOR ADDITIONAL INFORMATION PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 LICENSE RENEWAL APPLICATION APRIL 23, MAY 17, AND JUNE 9, 2010 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Arizona Public Service Company (APS or the applicant) held telephone conference calls on April 23, May 17, and June 9, 2010, to discuss and clarify the following draft request for additional information (RAI) concerning the Palo Verde Nuclear Generating Station, Units 1, 2, and 3, license renewal application (LRA).

Background

In Table 3 of the Generic Aging Lessons Learned (GALL) Report, line items 53 and 54 indicate that steel or stainless steel piping, piping components, and piping elements exposed to condensation should be managed by the Compressed Air Monitoring Program. The Compressed Air Monitoring Program is based, in part, on results of the applicants response to Generic Letter (GL) 88-14 Instrument Air Supply System Problems Affecting Safety-Related Equipment. The GL 88-14 recommends, in part, 1) that licensees describe their program for maintaining proper instrument air quality, and 2) that licensees include preventive maintenance that involves air quality checks.

Specifically, the Monitoring and Trending element of the GALL Report Compressed Air Monitoring Program, recommends testing to verify proper operation of the compressed air system by comparing measured system performance values with specified performance limits as part of the aging management program (AMP).

The staff reviewed the applicants response to GL 88-14 dated February 20, 1989, and April 27, 1989, and found that a periodic air quality test was identified and included as a key feature of the Program for Maintaining Air Quality.

By letter dated December 29, 2009, the NRC issued RAI B2.1.20-3 which requested that the applicant clarify how the aging effects on piping and valves within the compressed air system that are exposed to condensation will be managed for loss of material and other potential aging effects. In its response dated February 19, 2010, the applicant stated that the LRA would be revised to include the wetted environment and that the Inspection of Internal Surfaces in Miscellaneous Piping and Ducting Components Program would be credited for managing loss of material aging effects.

Issue The staff evaluated the applicants response to RAI B2.1.20-3. The applicant has aligned the subject materials and component types to the Inspection of Internal Surfaces in Miscellaneous Piping and Ducting Components Program for management of the loss of material ENCLOSURE 2

aging effects on carbon steel and stainless steel piping components. However, the corrosion products of carbon steel and stainless steel piping components can influence the quality of the compressed air, and the selected AMP does not address the full set of items that are defined in the GALL Report AMP for Compressed Air Monitoring.

Additionally, the staff noted that the Program for Maintaining Air Quality has neither been described nor credited in the LRA for conducting air quality checks even though the program was an integral part of the response to GL 88-14.

The applicants Inspection of Internal Surfaces in Miscellaneous Piping and Ducting Components Program addresses the detection of age-related degradation products on the internal surfaces of system piping and ducting, but does not include air quality testing and quality confirmation as recommended by the GALL Report for the Compressed Air Monitoring Program, and also as described in the applicants response to GL 88-14.

Request

1. Describe how the air quality considerations are included in the selected AMP for managing the materials, environments, and aging effects as addressed in GL 88-14 and as specified in the GALL Report.

2. Provide information on how the selected AMP conducts preventative maintenance for the compressed air system by comparing measured compressed air system performance values with specified performance limits.

Discussion: following discussion with APS staff, NRC staff agreed to allow the applicant to provide a supplemental response to RAI B2.1.20-3 (Feb. 9, 2010, ML100610604) addressing the above concern.
