OF SITE AUDIT RELATED TO THE REVIEW OF THE LICENSE RENEWAL APPLICATION FOR KEWAUNEE POWER STATION (TAC NO.

MD9409)

From May 26-28, 2009, a review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC or the staff) participated in a site audit at the Kewaunee Power Station (KPS).

The site audit was related to the environmental review of the KPS license renewal application and the team consisted of seven NRC staff members. The primary goal of the site visit was to review documentation, gather information to ensure that environmental requirements of license renewal as codified in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51) were met, and to interface with officials in State government agencies to obtain related information. In October 2008, a preliminary audit was conducted by three NRC reviewers. The purposes of the October site audit were to tour the general vicinity of KPS and gain familiarity with the ecological, historical, and cultural resources in the area. The summary of that audit is publicly available and can be found in the Agencywide Documents Access and Management System (ADAMS) under accession number ML092180137.

Enclosure 2 is a table of documents requested by NRC reviewers during the site audit and provided by DEK to assist the staff in its review of the KPS Environmental Report. These documents are publicly available, and can be found in ADAMS. The accession numbers are also listed in Enclosure 2. The audit began on May 26, 2009, with a kickoff meeting to introduce NRC, State, and DEK personnel, and to discuss logistics of the audit. Following the kickoff meeting, the environmental review team participated in a general site tour of the KPS site with DEK staff. The general site tour provided an ecological overview of the KPS site, and focused on areas relevant to the environmental review, including the circulating water discharge point, the sewage treatment plant, the meteorological towers, Sandy Bay Creek area, the Sandy Bay Cemetery (of historical importance), transmission lines coming from the site, and School Forest.

During the remainder of the site audit on May 27 and May 28, NRC team members examined data used by DEK in preparation of the Environmental Report, and met in smaller groups with DEK representatives with corresponding environmental expertise. These groups participated in various activities, including tours of on-site groundwater wells and Wisconsin Pollutant Discharge Elimination System-permitted outfalls; the circulating water system; offsite radiological environmental monitoring program stations; in-scope transmission line rights-of-way; radioactive and non-radioactive waste processing and storage areas; the meteorological towers and monitoring equipment; onsite radiological gaseous and liquid effluent monitoring programs; and diesel generator air emission points.

The staff met onsite with officials from the Wisconsin Department of Natural Resources and the Wisconsin Department of Administration Coastal Management Program. Information gathered through participation of these state agencies will assist the environmental review team in its evaluation.

In addition, the staff reviewed DEKs process for identifying new and significant information (information that would challenge the generic conclusions reached in the Generic Environmental Impact Statement for License Renewal of Nuclear Plants, NUREG-1437). DEK cited no new and significant information, and the NRCs independent review during the course of the site audit did not identify any other.

At the conclusion of the site audit, the staff summarized the status of the review with DEK representatives. Of 54 site audit information needs requested by the NRC before and during the audit, one open item remained by the end of the audit. This open item was sent as a request for additional information (RAI) in a letter dated July 10, 2009 (ADAMS accession number ML091890017). DEK subsequently responded to the NRC staff RAI in a letter dated July 27, 2009 (ML092090277). As stated above, Enclosure 2 contains a copy of site audit documents requested by NRC reviewers. NRC staff discussed with DEK how to submit the various types of information requested by NRC during the audit. DEK indicated they would submit requested site audit information documents in the form of a supplement to the Environmental Report. In a letter dated July 6, 2009, DEK submitted the information requested by the staff during the audit (ML091970512).

While the NRC review team did not identify any significant issues during its site audit or during the meetings with State agencies, the team indicated that the environmental review was ongoing and that any additional information necessary to support the review would be formally requested.
