KEWAUNEE POWER STATION RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION REGARDING THE ENVIRONMENTAL REVIEW OF THE KPS LICENSE RENEWAL APPLICATION By letter dated July 10, 2009 (Reference 1), the NRC requested additional information regarding the 2008 Annual Radiological Effluents Release Report for Kewaunee Power Station (KPS).

The NRC staff indicated that a response to this request for additional information (RAI) is needed to support the environmental review related to the License Renewal Application for KPS. The attachment to this letter contains the DEK response to the RAI.

Serial No.09-446 Docket No.: 50-305 /Page 1 of 1 Regulatory Basis Appendix I to 10 CFR Part 50, "Numerical Guides For Design Objectives and Limiting Conditions For Operation to Meet the Criterion ~s Low As Reasonably Achievable' For Radioactive Material in Light-Water Cooled Nuclear Power Reactor Effluents," which contains dose criteria for radioactive gaseous effluents.

Issue The applicant's Annual Radioactive Effluent Release Report for 2008 contains Table 2.4, "Annual Radioactive Effluent Report - 2008 Dose from Gaseous Effluents." Table 2.4 contains dose information for gaseous effluents that classifies the dose as being to the whole body and the skin.

This is inconsistent with Section 11.8. 1 of Appendix I to 10 CFR Part 50, which specifies the dose from gaseous effluents is an "Air Dose."

Please clarify what the dose values apply to in Table 2.4.

Dominion Response The dose measurement values provided in Table 2.4 of the Annual Radioactive Effluent Release Report for 2008 are correct.

However, the table headings for the dose measurements were incorrectly labeled as "Gamma-Whole Body" and "Beta-Skin" instead of "Gamma-Air" and "Beta-Air," respectively, as specified in the Kewaunee Power Station (KPS) Offsite Dose Calculation Manual (ODCM).

Future submittals of the Annual Radioactive Effluent Release Report will contain headings for Table 2.4 that are consistent with the aDCM and 10 CFR 50 Appendix I nomenclature.

A Condition Report was entered into the KPS Corrective Action System to address the table heading nomenclature deficiency.
