SENSI` E'N E f/ IINFORM,1ý0 OFFIIAL USE EQ Daily Notes for January 23, 2009 FSME On January 21, the staff informed Energy Metals Corporation (EMC) that the acceptance review of the Antelope and JAB Uranium Project license application (in situ recovery facility in Sweetwater County, Wyoming) was being suspended because the review identified significant differences among the six copies of the Technical Report (TR) provided. The acceptance review is suspended until EMC provides identical copies of the TR.
HR On January 22, the Technical Training Center hosted a round table discussion involving TTC instructional staff and managers and 6 professors from the University of Tennessee at Chattanooga. The title of the discussion was "How to Teach the 21 st Century Engineering Student." The discussion was preceded by a tour of the training center.
NMSS On January 21, staff met with Holtec International to discuss the HI-STAR 180 Type B(U) Transportation Package application submitted on January 17. The application has been extensively revised to incorporate answers to the open technical issues provided in June 2008 by SFST staff, as well as the information needed to resolve the RAls on the HI-STAR 60 package. Holtec is requesting an expedited review and a CoC issuance of June 2009 to prevent disruption of fuel management plans at NOK (Switzerland). The application was first submitted in January 2007, and rejected twice for technical deficiencies.

NSIR On January 15, the White House approved the Homeland Security Council Integrated Planning System (IPS). The IPS provides a framework to synchronize Federal preparedness. The IPS framework includes five levels of planning documents and addresses eight scenario sets. These scenario sets include use of explosives; improvised nuclear device (IND), biological, chemical, cyber, and radiological dispersal device (RDD) attacks; natural disasters; and pandemic influenza. As part of IPS, the NRC is required to develop its own Operations Plan to address the agency's response for each of the planning scenarios.

OFF US OIAL ON,"SENSIr1E INTERýA'IFORMy4N On January 15, NSIR management and staff met with officials from the Bureau of Reclamation, U.S. Department of the Interior to discuss NRC Design Basis Threat process. The Bureau of Reclamation has responsibility for Dam Security. \ ~;/V Representatives of DHS also participated in the discussion. The meeting was very productive and the Bureau of Reclamation expressed interests with regard to NRC's training and qualification for security forces, as well as Force on Force inspections.
On January 14-15, staff attended the National Counterterrorism Center's Directorate of Strategic Operational Planning (NCTC/DSOP) new program kickoff meeting on.
"Support to a Common Operating Picture -Countering Violent Extremism". This effort will create a link between various US government "soft power" equities to include foreign aid, public diplomacy, strategic communications, information operations, and intelligence gathering and planning. The program goal is to compile a US government-wide dataset of these activities. Additional meetings and calls for data on foreign aid and training will be forthcoming.
