DAILY STAFF NOTES REGION I November 3, 2008 On October 31, 2008, the Region I lead inspector for the License Renewal Commitments Inspection received information from Amergen at Oyster Creek related to blistering of the epoxy coating on the drywell in sandbed region for one bay. The inspector entered the bay and one other bay in order to confirm as found conditions on November 2, 2008. He observed a "Pinhole Carbuncle" (or blister like appearance) which was about 1/4 inch in diameter, with evidence of a brownish line 6 inches Long. He also observed 2 other carbuncles in the same area with evidence of discoloration but the brownish line in the same area. The pinhole carbuncle was verbally described as a small blister, soft to the touch with a "bleed through" 6 inches long tear drop shaped surface stain, brownish in color, and dry to the touch. A repair work order is being prepared and repairs are scheduled for Nov 4.

Today, NRC staff will receive a briefing from Amergen on the repair process, evidence gathering information as a part of the repair process, and extent of conditions with the other nine bays. This appears to be the only bay with blistering evident based on tentative results of the coatings inspection process conducted by Amergen.
