NRC NEWS U.S. NUCLEAR REGULATORY COMMISSION Office of Public Affairs Telephone: 301/415-8200 Washington, D.C. 20555-0001 E-mail: opa@nrc.gov Site: http://www.nrc.gov No.08-149 August 12, 2008 NRC APPROVES POWER UPRATE FOR MILLSTONE NUCLEAR POWER PLANT The Nuclear Regulatory Commission Aug. 12 approved a request by Dominion Generation to increase the generating capacity of Unit 3 at the Millstone nuclear power plant by approximately 7 percent. The reactor is located about three miles southwest of New London, Conn.

The NRC staff determined that Dominion could safely increase the reactors output primarily by upgrading major plant components such as turbines and transformers.

NRC staff also reviewed Dominions evaluations showing the plants design can handle the increased power level.

The NRC's safety evaluation of the plants proposed power uprate focused on several areas, such as the nuclear steam supply systems, instrumentation and control systems, electrical systems, accident evaluations, radiological consequences, operations and training, testing, and technical specification changes.

The power uprate will increase Millstone Unit 3s generating capacity from approximately 1150 to 1230 megawatts electric. Dominion intends to implement the uprate during its fall 2008 outage.

The NRC previously published a notice about the power uprate application in the Federal Register providing the public an opportunity to comment or request a hearing.

One request was submitted, but was rejected by the Atomic Safety and Licensing Board; an appeal of that decision is currently before the Commission.
