OF JUNE 18, 2008, CLOSED MEETING WITH PROGRESS ENERGY CAROLINAS, INC., TO DISCUSS THE MAY 29, 2008, LICENSE AMENDMENT REQUEST TO TRANSITION THE SHEARON HARRIS NUCLEAR PLANT, UNIT 1, TO NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) STANDARD 805, PERFORMANCE-BASED STANDARD FOR FIRE PROTECTION FOR LIGHT WATER REACTOR ELECTRIC GENERATING PLANTS (TAC NO. MD8807)

On June 18, 2008, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of Carolina Power and Light Company, now doing business as Progress Energy Carolinas, Inc., to discuss the May 29, 2008, License Amendment Request (LAR) to transition the fire protection program at the Shearon Harris Nuclear Plant, Unit 1 (Harris) to a risk-informed, performance-based fire protection program in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Section 50.48(c) and NFPA-805. The meeting was held at NRC Headquarters, One White North, 11555 Rockville Pike, Rockville, MD.

The Progress Energy representatives provided the staff with an overview of the LAR, including a brief review of the submittal letter and all of the associated attachments, including the Transition Report (which includes the security-related LAR attachments and supporting information). There was also a discussion of specific fire-related vulnerabilities and the treatment of the associated modifications to be implemented in the future, as well as how they relate to the LAR submittal.

The NRC staff provided an overview of the LAR acceptance procedure and a general discussion of the LAR review process. The staff also discussed information that could be included in a future Harris License Condition related to fire protection.
