SUMMARY

OF MARCH 25, 2008, TELEPHONE CALL TO DISCUSS THE AVAILABILITY OF DOCUMENTS RELATED TO THE JANUARY 31, 2008, LICENSE AMENDMENT REQUEST (LAR) FOR A DIGITAL UPGRADE TO THE OCONEE REACTOR PROTECTIVE SYSTEM (RPS) AND ENGINEERED SAFEGUARDS PROTECTIVE SYSTEM (ESPS) (TAC NOS. MD7999, MD8000, AND MD8001)

On March 25, 2008, W. Kemper and L. Olshan of the U.S. Nuclear Regulatory Commission (NRC) and R. Gill of Duke (the licensee) had a discussion on the telephone regarding the availability of documents that the NRC staff needs for its review of the January 31, 2008, LAR for a digital upgrade to the Oconee RPS/ESPS.

The licensee had previously committed to make certain documents, most of which are listed in Table 1-2 of the LAR, available to the NRC staff, but the licensee was not planning to docket these documents. The NRC staff stated during the call that it could not review undocketed material in the NRC offices. The licensee offered to make these documents available to the NRC staff at some location outside of the NRC premises, but the NRC staff stated that, although this would be acceptable, it could delay the NRC review by several months. The licensee then agreed to docket all the necessary material as soon as possible.
