Indeck Energy Services Indeck-Oswego Energy Center 50 MW Gas Turbine Combined Cycle Cogeneration Facility Location: Oswego, New York Steam Purchaser: Hammermill Paper Co.

Construction Release: December, 1988 Power Purchaser: Merchant Operational: July, 1990 Owner/Operator: Indeck The Oswego facility includes a 40 MW heavy frame industrial combustion turbine, a 172,000 pph dual pressure heat recovery steam generator, a 16 MW extraction/condensing steam turbine with a vacuum deaerator; and an existing standby boiler. A 13-mile high-pressure natural gas pipeline permitted by Indeck and constructed by Niagara Mohawk was required to deliver sufficient gas volumes and eliminate the need for fuel gas compressors. The gas turbine is equipped for operation on #2 fuel oil as protection against natural gas supply interruptions.

All power is sold on a merchant basis; however, Oswego has a 10-year contract for differences with Niagara Mohawk Power Corporation. Since the cogeneration plant is adjacent to the existing boiler plant, Indeck continues to operate and maintain it as a back-up steam source under contract to Hammermill.
