OF PUBLIC ENVIRONMENTAL SCOPING MEETINGS RELATED TO THE REVIEW OF THE JAMES A. FITZPATRICK NUCLEAR POWER PLANT, LICENSE RENEWAL APPLICATION (TAC NO. MD2667)

The U.S. Nuclear Regulatory Commission (NRC) staff conducted environmental scoping meetings related to the review of the James A. FitzPatrick Nuclear Power Plant (JAFNPP) license renewal application submitted by Entergy Nuclear Operations, Inc. (Entergy). Two public meetings were conducted on Thursday, October 12, 2006, at the Town Municipal Building, 42 Creamery Road, Oswego, New York. Approximately 25 people attended the meetings. The attendees included representatives of the NRC staff, NRC contractors from Lawrence Livermore National Laboratory, members of the public, representatives from Entergy, news media, and local government officials. Public comments and questions addressed a wide range of issues including socioeconomic issues, spent fuel storage and disposal, emergency planning, and specific operational issues at JAFNPP.

A combined listing of attendees for both public meetings is provided in Enclosure 1. Enclosure 2 is a copy of the meeting handouts provided during the public meeting open house. The official corrected transcripts for the afternoon and evening meetings, are publicly available at the NRC Public Document Room (PDR), located at One White Flint North, 11555 Rockville Pike, Rockville, Maryland, 20852, or from the NRC's Agencywide Documents Access and Management System (ADAMS).

No formal comments on the proposed scope of the Environmental Impact Statement (EIS) will be accepted during the informal discussions. To be considered, comments must be provided either at the transcribed public meetings (see agenda, above) or in writing, as described in the attached Federal Register Notice.

Welcome to the NRCs Open House Associated with the Environmental Review for the Proposed License Renewal at James A. FitzPatrick Nuclear Power Plant This open house is intended to provide an opportunity for interested members of the public and staff from other Federal, State, and local agencies to interact with the NRC staff in an informal information exchange.

The NRC is gathering information necessary to prepare a Supplemental Environmental Impact Statement (SEIS) related to the proposed renewal of the operating license for James A.

FitzPatrick Nuclear Power Plant (JAFNPP). Please note that if you wish to provide formal comments regarding the scope of the environmental review for JAFNPP, they must be presented at either of todays transcribed public meetings or provided in writing or electronically by November 14, 2006. Comments received after this date will be considered while developing the draft SEIS, if it is practical to do so, but the NRC staff is able to assure consideration only for comments received on or before November 14, 2006. Written comments on the scope of the SEIS should be sent to:
