June 21, 2006 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE - PNO-III-06-016 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

SUBJECT:

UNUSUAL EVENT DECLARED DUE TO EARTH QUAKE DESCRIPTION:

At approximately 4:11 p.m. EDT on June 20, 2006, FirstEnergy Operating Company declared an Unusual Event, the lowest of four NRC emergency notification classifications, at the Perry Nuclear Power Station. The Unusual Event was declared due to an earth quake, magnitude 3.4 on the Richter Scale, centered in Lake Erie approximately three miles northwest of the Perry station.

The temblor was felt at the facility and seismic instrumentation installed in the plant also alerted the operators of the event. The facility continued to operate normally with no indications of any adverse effects on the facility. To confirm that the temblor had no adverse impact on the facility and in accordance with its procedures, FirstEnergy Operating Company performed detailed walkdowns of the facility. No damage was identified.

The Unusual Event was terminated at 8:00 pm EDT.

NRC inspectors at the site responded to the event and monitored licensee activities from the control room. NRC inspectors also conducted walkdowns of safety significant portions of the facility to independently verify that the event had not had a negative impact on station equipment. No damage was identified. The NRCs Region III office maintained contact with the site to ensure appropriate actions were being completed.

The State of Ohio will be informed. The information in this preliminary notification has been reviewed with licensee management.

The event was reported to the NRC Operations Center at 4:54 p.m. EDT on June 20, 2006.
