SUBJECT:

NOTICE OF AVAILABILITY OF THE FINAL PLANT-SPECIFICSUPPLEMENT 24 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS (GEIS)

REGARDING NINE MILE POINT NUCLEAR STATION, UNITS 1 AND 2 (TAC NOS. MC3274 AND MC3275)

Dear Mr. Spina:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final plant-specificSupplement 24 to NUREG-1437, ?Generic Environmental Impact Statement for LicenseRenewal of Nuclear Plants," regarding the renewal of operating licenses DPR-63 and NPF-69 for an additional 20 years of operation for the Nine Mile Point Nuclear Station, Units 1 and 2.

Enclosed is a copy of the final supplement and the associated Federal Register Notice ofAvailability. This notice advises the public that the final supplement is publicly available at theNRC Public Document Room or from the NRC's Agencywide Documents Access andManagement System (ADAMS). ADAMS is accessible from the NRC Web site athttp://adamswebsearch.nrc.gov/dologin.htm. The Accession Number for the final Supplement24 to the GEIS is ML061290310. In addition, the Penfield Library, located at State University ofNew York, Oswego, New York 13126, has agreed to make the final supplement available for public inspection. As discussed in Section 9.3 of the final supplement, the staff recommends that the Commissiondetermine that the adverse environmental impacts of license renewal for the Nine Mile Point Nuclear Station, Units 1 and 2, are not so great that preserving the option of license renewal forenergy planning decision makers would be unreasonable. This recommendation is based on:

(1) the analysis and findings in the GEIS; (2) the Environmental Report submitted by Nine Mile Point Nuclear Station, LLC; (3) consultation with Federal, State, and local agencies; (4) the staff's own independent review; and (5) the staff's consideration of public comments.

J. Spina- 2 -A separate Notice of Filing of the final supplemental environmental impact statement will beplaced in the Federal Register through the U.S. Environmental Protection Agency. If you haveany questions regarding this matter, please contact the NRC Environmental Project Manager,Mr. Samuel Hernandez, at 301-415-4049 or by e-mail at SHQ@nrc.gov.Sincerely,/RA/Rani L.
