OF PUBLIC MEETINGS CONDUCTED TO DISCUSS THEDRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENTRELATED TO THE REVIEW OF THE NINE MILE POINT NUCLEAR STATION, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (TAC NOS. MC3274 AND MC3275)On Thursday, November 17, 2005, the U.S. Nuclear Regulatory Commission (NRC) staff heldpublic meetings in Oswego, New York, concerning the staff's environmental review of the application submitted by Constellation Energy Group, Inc., (Constellation) for renewal of Nine Mile Point Nuclear Station (NMP), Units 1 and 2, operating licenses. The purpose of the meeting was to provide the public with an opportunity to comment on the draft supplemental environmental impact statement (DSEIS), which was issued September 29, 2005. The public meetings were held at the Town of Scriba Municipal Building, Conference Room, 42 Creamery Road, Oswego, New York. Formal presentations were made by staff from NRC and theLawrence Livermore National Laboratory (LLNL).The DSEIS is a plant-specific supplement for NMP to the

?Generic Environmental ImpactStatement for License Renewal of Nuclear Plants" (NUREG-1437). The NRC staff describedthe overall license renewal process, provided a description of the National Environmental Policy Act of 1969 review process, and discussed the environmental requirements outlined in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51). The NRC staff also describedthe preliminary results of their analyses. The environmental impacts of continued operation were predicted to be small in all areas. The impacts of alternatives (including the no-action alternative) were predicted to have impacts in at least some environmental aspects that could reach moderate or large significance.After the formal presentations were given by the NRC and LLNL staff, members of the publicwere invited to provide comments. Approximately 22 people attended the two sessions.

Attendees included members of the public, representatives of the NRC and Constellation, andthe media.In an effort to improve communication and increase interaction with members of the public, theNRC staff conducted open houses for one hour before each meeting and encouraged thepublic to submit meeting feedback forms. The staff provided displays and brochures and met with members of the public to answer questions about the proposed renewal of the NMP operating licenses. Attachment 1 is a combined list of attendees for both sessions. Attachment 2 is a copy of thehandouts distributed at the meetings, which include the agenda and the open house informationsheet. Attachments 3 and 4 contain the official corrected transcripts for the afternoon and evening meetings, respectively. Attachment 5 is a copy of the NRC presentation slides.The closing date to accept comments on the NMP DSEIS is December 22, 2005. The NRCstaff will consider all comments on the NMP DSEIS and make any necessary revisions to thedocument prior to issuing its final supplemental environmental impact statement, scheduled for June 2006.
