REQUEST FOR ADDITIONAL INFORMATION RE: SAFEGUARDS CONTINGENCY PLANS AND SECTION 9.4.1 OF THE PHYSICAL SECURITY PLAN FOR NUCLEAR MANAGEMENT COMPANY FACILITIES (TAC NOS.
MC2917, MC2931, MC2949, MC2940, MC2957, MC2958, MC2959, AND MC2960)
Dear Mr. Weinkam:
In response to the April 29, 2003, Orders revising the design basis threat (DBT), the Nuclear Management Company (NMC) submitted revised physical security plans (PSPs), safeguards contingency plans (SCPs), and training and qualification plans (T&Q Plans), including an implementation schedule, for the Duane Arnold Energy Center, Kewaunee Nuclear Power Plant, Monticello Nuclear Generating Plant, Palisades Nuclear Plant, Point Beach Nuclear Plant, and Prairie Island Nuclear Generating Plant.
The Nuclear Regulatory Commission (NRC) staff is reviewing your submittals and has determined that a request for additional information (RAI) is necessary in order for the NRC staff to complete its evaluation based on the review of your SCPs and Section 9.4.1 of the PSPs. Please submit your response under oath and affirmation, as required by 10 CFR 50.30(b).
We request your responses to the enclosed RAI within working 10 days from the receipt of this letter. Your prompt response is necessary to enable us to complete our review of the revised PSPs, SCPs, and T&Q Plans in a manner that supports full implementation of security measures by October 29, 2004, as required by the April 29, 2003, Orders.
SAFEGUARDS INFORMATION NOTICE: The enlcosed information contains Safeguards Information. Upon separation from the Enclosure, this letter is DECONTROLLED.
E.J. Weinkam Please note that as of this date, we have not received responses to our previous RAI letters sent to NMC on June 21 and June 25, 2004. These letters also requested responses within 10 days from the date of the letters. The NRC staff subsequently expressed concerns about the lack of timeliness of RAI responses with NMC representatives. The NRC staff cannot continue its review of your PSPs and T&Q Plans without your responses. We wish to reiterate our concern that your lack of response may adversely impact our ability to complete our review of these plans by the October 29, 2004, target date. We request that you take appropriate action to ensure timely responses to all our RAIs to complete our review of your security plans.
