UNITED STATES OF AMERICA NUCLEAR REGULATORY COMMISSION RAS 4688 DOCKETED 07/26/02 ATOMIC SAFETY AND LICENSING BOARD SERVED 07/26/02 Before Administrative Judges:

Thomas S. Moore, Chairman Dr. Peter S. Lam Dr. Thomas S. Elleman In the Matter of Docket Nos. 50-327-OLA, 50-328-OLA, 50-390-OLA TENNESSEE VALLEY AUTHORITY ASLBP No. 02-796-01-OLA (Sequoyah Nuclear Plant, Units 1 & 2; Watts Bar Nuclear Plant, Unit 1) July 26, 2002 ORDER On July 2, 2002, the Licensing Board issued LBP-02-14 finding, inter alia, that Petitioner Jeannine Honicker lacked standing to intervene. The Board, therefore, denied Mrs. Honickers intervention petition. One day later on July 3, 2002, Mrs. Honicker filed a document entitled Addendum to Contentions of Jeannine Honicker. Because the Board found Mrs. Honicker lacked standing to intervene -- one of the two essential prerequisites to being admitted as a party to an NRC licensing proceeding -- her late-filed contention addendum cannot affect the denial of her intervention petition and her July 3 filing need not be considered.

It is so ORDERED.
