In accordance with 10 CFR 72.48(d)(2), the Northern States Power Company, a Minnesota corporation, d/b/a Xcel Energy, is submitting the required report for any changes related to the facility or spent fuel storage cask design, and for any tests, experiments or procedure changes related to 10 CFR 72.48(~)(1),for the MNGP. For the time period from October 4, 201 1 to October 30, 2012, there were no changes made that required reporting for the items stated above.

This letter makes no new commitments or changes to any existing commitments.
