Unit 3 and 4 Post Uprate Monitoring Thank you for meeting with Len Lindahl, Scott Burns and myself on Thursday, May 30 1h to discuss post-uprate monitoring revisions . Attached is a summary of the changes we discussed and agreed to . It will take staff a few weeks to make the written revisions to the original Monitoring Plan incorporating the changes outlined. Recognizing that FPL is commencing the June quarterly sampling run , this letter is being sent to approve the changes as described for the June sampling event and any subsequent sampling events that may take place prior to the completion of the revised Post Uprate Monitoring Plan . District staff in consultation with Florida Department of Environmental Protection and Miami-Dade County , will coordinate with FPL to produce the revised Post Uprate Monitoring Plan over the next several weeks.

June 3, 2013 Summary of Approved Post Uprate Revisions to the Turkey Point Monitoring Plan Isotope Sampling and Analysis: Further sampling and analysis of all isotopes except tritium is suspended until written notice to the contrary. The District will be conducting additional evaluation of existing data to determine whether non-tritium isotopes can be used to significantly distinguish CCS derived saline waters from Biscayne Bay derived saline waters. In the event that one or more isotopes, used in conjunction with tritium, are found to improve the reliability of the current chemical mixing models the District will share our analysis with FPL and discuss whether any isotope sampling should be re-instituted at a later date. Existing strontium isotope samples that have not yet to be analyzed are no longer required and may be destroyed.

Trace Metal Analysis: Further sampling and analysis of trace metals is suspended until written notice to the contrary. The District will be conducting additional evaluation of existing data to determine whether trace metals can be used to significantly distinguish CCS derived saline waters from Biscayne Bay derived saline waters. In the event that trace metals in whole or in part are found to improve the reliability of the current chemical mixing models the District will share our analysis with FPL and discuss whether any metals sampling should be re-instituted at a later date.

Cation and Anion Sampling Frequency: Cation and anion sampling frequency is reduced from quarterly to semi-annually with the exception of sodium and chloride ions which will continue to be collected quarterly.

Acoustic Doppler Flow Meters: Acoustic Doppler flow meter data collection from sites 1, 2, and 3 is no longer required.

TPSWCCS-SB: Water quality data collection from surface water site TPSWCCS-SB is no longer required pending review of more recent correlation data.

Ecological Monitoring Reduction: District to meet with FPL to identify specific reductions to the pre-uprate ecological monitoring and porewater sampling program. The revisions shall be finalized prior to the August 2013 ecological sampling run.

Interceptor Ditch Electronic Flow Measurements: FPL may implement an approved accurate alternative flow measurement method as a replacement for the currently deployed electronic flow meters.

Eliminate Automated Water Quality Data Collection at Three Bay and Two CCS stations: Water quality stations to be eliminated within the CCS include TPSWCCS 4B, SB and 6B (water level data to continue at 6T, SB pending data review). Biscayne Bay stations to be eliminated include lB and 2B.

June 3, 2013 Faunal Monitoring in Biscayne Bay: Faunal monitoring in Biscayne Bay is no longer required Porewater Transect Sampling: District to meet with FPL to identify specific reductions to the porewater sampling transects. The revisions shall be finalized prior to the August 2013 ecological sampling run.

Eliminate Rainfall Stations: Data collection from the rainfall gauging stations is no longer required (rainfall collector stations for tritium evaluations remain unchanged).

Three Additional Monitor Well Sites: District and FPL to meet to identify candidate locations of the new well cluster sites.

Groundwater Upwelling Tests: District to meet with FPL to discuss methods and site locations. Based on results of upwelling testing the need for further porewater sampling will be assessed.

Synoptic CCS Flow Measurements: This item is deferred, to be considered during CCS freshening discussions.

Nutrient Sampling: One time nutrient sampling at monitoring sites TPGW-7, 8 and 9 (outside of CCS delineated plume) to determine if elevated nutrients are naturally occurring in groundwater in the region of organic soils.

Refinements to CCS Evaporation Estimates: This item is deferred, to be considered during CCS freshening discussions.
