Theproposed amendment wouldreviseTechnical Specification(TS)5.3.1,"UnitStaff at bothBVPSandDBNPS,by incorporating Qualifications," an exception to ANSIN18.1-1971 , "selection andTrainingof NuclearPowerPlantPersonnel," that wouldrequirelicensedoperators to comply withthe requirementsof 10 CFR 55, "Operators' Licenses" in lieuof theANSIstandard.

By an e-maildatedFebruary29,2016,the NRCstaffrequested additional to information completeits review. The requestedinformation is providedbelow. The NRCstaff questionis in bold, followedby the FENOCresponse.

Question1:

The proposedline item addedto TS 5.3.1uses languagethat variesfrom precedentset by other plants(Forexample, Braidwood,Clinton,Dresden, LaSalle,Limerick, and QuadGitiesall specifythat the operatorsneedto comply "only" with the requirementsof 10 CFR55). The proposedadditionto the TS omits the word "only" which may leadto inconsistentinterpretationsby some operators. Pleaseprovidea justificationfor why the word 'nonly"has been left out of the proposedchangeor revisethe TS accordinglyto ensurethat operatorswill interpretit appropriately.

Response

Theword"only"willbe incorporated intothe BVPSand DBNPSTechnical Specification5.3.1. Referto Attachment 2.
