This letter refers to an announced, initial security inspection of your Fitness For Duty Program (FFD) at Palo Verde Nuclear Generating Station (PVNGS),

as authorized under NRC Licenses No.

NPF-41, NPF-51, and NPF-74.

The inspection was conducted by M.

D. Schuster and L.

R.

Norderhaug of this office on December 3 through December 6, 1990.

It also refers to the discussions of our preliminary inspection findings held by the inspectors with you and other members of your staff on December 6, 1990, Further, this letter refers to a telephone discussion between D. Hiller of your FFD staff and D. Schuster of this office on December 28, 1990.

The inspection consisted of selective examinations of your Drug and Alcohol Abuse Policies, corporate and site implementation procedures, chemical testing program, interviews with employees and contractors, observations of your site collection facility and review of pertinent records and reports.

As described in the enclosed report, we are pleased to note numerous strengths in your program:

Management's strong support of the program; the use of a lower cutoff level for marijuana and testing for a larger number of drugs than NRC requires; a strong self-assessment program which includes contracted and Corporate equality Assurance audits and internal program reviews; and the professionalism and expertise of the Medical Review Officer, Fitness for Duty Supervisor, Employee Assistant Program Specialist, and Senior FFD Nurse.

Also there were some weaknesses identified.

While we encourage their correction, none of these weaknesses warrant enforcement. action.

Within the scope of the inspection, one licensee-identified violation was reviewed concerning failure to contract with a HHS-certified laboratory and failure to evaluate another HHS-certified laboratory prior to awarding a

contract.

This violation is not being cited because the criteria specified in NRC's Enforcement Policy, 10 CFR Part 2, Appendix C, were satisfied.

In accordance with Section 2.790 of the NRC's "Rules of Practice" Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
