Licensee Action on Previous Inspection Findings (OPEN) Open Item (458/8522-31): " Responsibility for reporting design changes and modifications to the NRC has not been established." Engi-neering has established procedures by which design changes and modifica-tions which do not constitute an unreviewed safety question are reported to GSU licensing for identification to the NRC.

However, licensing has not yet established procedures for making the annual report to the NRC required by 10 CFR 50.59.

(CLOSED) Open Item (458/8506-01):

"No 10 CFR 50.59 review of temporary modifications or temporary procedure changes." The licensee has modified Procedure ADM-0003, " Development, Control and Use of Procedures," and Procedure ADM-0031, " Temporary Alterations," to include the required 10 CFR 50.59 reviews.

In each case the procedure modification is via temporary change notice, but both temporary changes are approved for incorporation as permanent procedure changes.

" Determination of whether or not quality control (QC) supervisor's signature is required on a particular maintenance work request (MWR) is ambiguous." Procedure ADM-0028,

" Maintenance Work Request," has been revised to clarify that the assis-tant plant manager - maintenance is responsible for the correctness of the Q designator on all MWRs.

An MWR designated Q, quality related, requires the QC supervisor's signature.

Site Tours The SRI toured areas of the site during the inspection period to observe construction progress, general job practices, housekeeping, and fire protection.

No violations or deviations were identified in this area of the inspection.

Exit Interview An exit interview was conducted June 3, 1985, with the licensee represen-tatives identified in paragraph 1.

At this time the SRI reviewed the scope and findings of the inspection.
