SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION,
UNITS 1 and 2 - NRC RETAKE EXAMINATION REPORT 05000498/2014301; 05000499/2014301
Dear Mr. Koehl:
On May 1, 2014, the U.S. Nuclear Regulatory Commission (NRC) completed an initial operator license retake examination at South Texas Project. The enclosed report documents the examination results and licensing decision. A telephonic exit meeting was conducted on May 5, 2014, with Mr. Ken Struble, Supervisor Initial Licensed Operators, who was provided the NRC licensing decision. The examination included the evaluation of one applicant for an instant senior reactor operator license. The license examiners determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued. There were no post examination comments submitted by your staff. The enclosure contains details of this report.
No findings were identified during this examination.

Initial Operator Licensing Retake Examination Report
NRC examiners evaluated the competency of one applicant for an instant senior reactor operator license at South Texas Project.
The licensee developed the examination using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The written examination was administered by the licensee on May 1, 2014.
The examiners determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

a. Scope
NRC examiners reviewed the license application submitted to ensure the applicant satisfied relevant license eligibility requirements.
b. Findings
No findings were identified.
.2 Examination Development
a. Scope
NRC examiners reviewed the examination outline and draft examination submitted by the licensee against the requirements of NUREG-1021.
b. Findings
NRC examiners provided outline and draft examination comments to the licensee. The licensee satisfactorily completed comment resolution prior to examination administration.
NRC examiners determined the written examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.
.3 Operator Knowledge and Performance
a. Scope
On May 1, 2014, the licensee proctored the administration of the written examination to the applicant. The licensee staff graded the written examination, analyzed the results, and presented their analysis to the NRC on May 2, 2012.
The operating tests were waived for the applicant because he passed these items earlier in the year and because the licensee requested and received waivers for these items for the retake examination.
b. Findings
No findings were identified.
The applicant passed the written examination. The final written examination may be accessed in the ADAMS system under the accession number noted in the attachment.
There were no post examination comments as indicated in the licensee submittal.
.4 Simulation Facility Performance
a. Scope
The NRC examiners did not observe simulator performance with regard to plant fidelity.
b. Findings
No findings were identified.
.5 Examination Security
a. Scope
The NRC examiners reviewed examination security for both the preparation and examination administration for compliance with 10 CFR 55.49 and NUREG-1021. Plans for applicant control were discussed with licensee personnel.

A telephonic exit was conducted on May 5, 2014, between Mr. Steve Garchow, Chief Examiner, and Mr. Ken Struble, Supervisor Initial Licensed Operators.
