SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION, UNITS 1 AND 2 - NRC SPECIAL INSPECTION REPORT 05000498/2014407; 05000499/2014407

Dear Mr. Koehl:

On April 14, 2014, the U.S. Nuclear Regulatory Commission completed its initial assessment of the circumstances surrounding the security event, which occurred on March 28, 2014, at the South Texas Project Electric Generating Station, Units 1 and 2. Based on this initial assessment, the Nuclear Regulatory Commission sent an inspection team to your site on April 21, 2014.

On July 3, 2014, the Nuclear Regulatory Commission completed its subject inspection and discussed the results of this inspection telephonically with Mr. M. Meier, Vice President, Corporate Services. The results of this inspection are documented in the enclosed inspection report.

No Nuclear Regulatory Commission-identified or self-revealing findings were identified during this inspection. However, the inspectors documented licensee-identified violations which were determined to be of very low security significance (Green) in this report. The Nuclear Regulatory Commission is treating these violations as non-cited violations consistent with Section 2.3.2.a of the Enforcement Policy, which appears on the Nuclear Regulatory Commissions Web site at http://www.nrc.gov/about-nrc/regulatory/enforcement/enforce-pol.html.

If you contest the violations or significance of these NCVs, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region IV; the Director, Office of Enforcement, U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001; and the Nuclear Regulatory Commission resident inspector at the South Texas Project Electric Generating Station. -2-In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public Inspections, Exemptions, Requests for Withholding, of the Nuclear Regulatory Commission's

"Agency Rules of Practice and Procedure," a copy of this letter will be available electronically for public inspection in the Nuclear Regulatory Commissions Public Document Room and in the Nuclear Regulatory Commission's Agencywide Documents Access and Management System.

The Agencywide Documents Access and Management System is accessible from the Nuclear Regulatory Commission Web site at http://www.nrc.gov/reading-rm/adams.html..

However, the material enclosed herewith contains Security-Related Information in accordance with 10 CFR 2.390(d)(1) and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the enclosure will not be made available electronically for public inspection in the Nuclear Regulatory Commission Public Document Room or from the Nuclear Regulatory Commission's Agencywide Documents Access and Management System.

If you choose to provide a response and Security-Related Information is necessary to provide an acceptable response, please mark your entire response Security-Related Information Withhold from Public Disclosure Under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1)

and follow the instructions for withholding in 10 CFR 2.390(b)(1). In accordance with 10 CFR 2.390(b)(1)(ii), the NRC is waiving the affidavit requirements for your response.
