Inspection Between April 12-20. 1993 (Report No. 50-483/93005(DRSS))
Areas Inspected: Routine, announced physical security inspection involving:
j Management Support; Security Program Plans; Protected Area Barriers; Isolation
,
Zones; Assessment Aids; Access Control for Packages and Vehicles; Alarm Stations and Communications; Security Training and Qualification; and Followup on Previous Inspection Findings.
Results: The licensee was found to be in compliance with NRC requirements within the areas examined. Four previous inspection findings were closed.
One of the findings pertained to tagging badges for personnel who were selected for Fitness For Duty testing but were not available on site during the testing period. One of the findings pertained to monitoring receipt of criminal history data from the Federal Bureau of Investigation as required by 10 CFR 73.57. One of the findings pertained to weaknesses noted in the procedure developed for the access authorization program.
The fourth finding pertained to the operational test failure rate for some of the explosive detectors.

One unresolved item was noted in reference to the detection capability for a type of search equipment.
This issue will be forwarded to NRC Headquarters for resolution.
Strengths were noted pertaining to upgrading of the X-ray and explosive detector search equipment; improvements in the outdoor range facility; Quality Assurance (QA) audits of the security program; maintenance support for security equipment; and safety controls implemented during security contingency drills. Additionally, personnel observed were knowledgeable of
