Schnell Senior Vice President - Nuclear Post Office Box 149-Mail Codt 400 St. Louis, MO 63166 Gentlemen: , The enclosure to this letter contains a NRC Office of Investigation (01) report synopsis for a matter pertaining to the Callaway County Nuclear Power Station, Unit 1, authorized by NRC Operating License NPF-30.

The OI investigation was conducted to determine the degree and extent of w111 fulness on the part of an individual who removed Safeguards Information (SI) from the Callaway plant.

No additional enforcement action is planned as a result of the OI investigation.

Enforcement action was previously taken concerning this matter as noted in Inspection Report No. 50-483/87027(DRSS), dated September 4, 1987, which contained a Notice of Violation fcr failure to adequately protect Safeguards Information (SI) at an offsite location.

Four aspects of the SI protection program that could be strengthened to furthe, reduce the probability of - inadequate protection or unauthorized disclosure of SI were also identified in the inspection report.

Inspection Report No. 50-483/88005(ORSS), dated March 18, 1988, formally closed the violation and weaknesses noted in the SI Protection Program based upon review of your corrective actions.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosure will be placed in the NRC Public Documtent Room.

Based on this infomation, an NRC:RIII Physical Security Inspector arrived onsite, initiated a;: inspection of the incident, and initiated a review of the SI documents recovered from the residence. The NRC:RIII inspection consnenced on August 11, 1987, and concluded on August 18, 1987.

The inspection findings disclosed that upon being reassigned to the Administrative Department, the fonner employee removed several boxes of personal oelongings frem Callaway, some of which were later determinedW to have contained SI documents.

While the former employee acknowledged that some of the documents found at his former residence contained SI, he stated that he had never examined the contents of the boxes and he had not been aware that the ooxes contained documents during the time the boxes were stored in his residence.

The NRC:01 analysis of the inspection effort was unable to substantiate that a fonner Callawty employee knowingly and willfully removed what he knew to be 51 from Callaway and knowingly and willfully stored the SI documents in an unsecured area of his re;idence in violation of NRC requirements.
