WOLF CREEK GENERATING STATION - NRC EXAMINATION REPORT 05000482/2012301

Dear Mr. Sunseri:

On January 18, 2011, the U.S. Nuclear Regulatory Commission (NRC) completed a retake operator license examination at Wolf Creek Generating Station. The enclosed report documents the examination results and licensing decision. The preliminary examination results were discussed on January 18, 2011, with Edward Ray, Training Manager, and other members of your staff. A telephonic exit meeting was conducted on February 15, 2012, with Ms. Mona Guyer, Operations Training Superintendent, who was provided the NRC licensing decision.

The examination included the evaluation of one applicant for a senior reactor operator license.

The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55 and the appropriate license has been issued. There were no post examination comments submitted by your staff. The enclosure to this letter contains the details of this report.

No findings were identified during this examination.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). SUMMARY OF FINDINGS

ER05000482/2012301; January 18, 2012 - February 15, 2012; Wolf Creek Generating Station;

Retake Operator Licensing Examination Report.

An NRC examiner evaluated the competency of one applicant for a senior reactor operator license at Wolf Creek Generating Station.

The licensee developed the examination using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The written examination was passed on August 26, 2011. The applicant also passed the simulator scenario portion of the operating test on September 2, 2011. The NRC examiner administered the remaining portions of the operating test on January 18, 2012.

The examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

.1 License Application

a. Scope

The NRC examiner reviewed the license application submitted to ensure the applicant satisfied relevant license eligibility requirements. The examiner also audited the license application in detail to confirm that it accurately reflected the applicants qualifications.

This audit focused on the applicants experience and on-the-job training, including control manipulations that provided significant reactivity changes.

b. Findings

No findings were identified.

.2 Examination Development

a. Scope

The NRC examiner reviewed the operating test outlines and draft examination submitted by the licensee against the requirements of NUREG-1021. The NRC examiner conducted an onsite validation of the operating test.

b. Findings

No findings were identified.

The NRC examiner provided outline, draft examination and post-validation comments to the licensee. The licensee satisfactorily completed comment resolution prior to examination administration.

The NRC examiner determined that the operating test initially submitted by the licensee was within the range of acceptability expected for a proposed examination.

.3 Operator Knowledge and Performance

a. Scope

The NRC examiner administered the retake operating test to the applicant on January 18, 2012.

b. Findings

No findings were identified.

The applicant passed the retake portions of the operating test. The final retake operating test may be accessed in the ADAMS system under the accession number noted in the attachment. There were no post-examination comments.

.4 Simulation Facility Performance

a. Scope

The NRC examiner observed simulator performance with regard to plant fidelity during examination validation and administration.

b. Findings

No findings were identified.

.5 Examination Security

a. Scope

The NRC examiner reviewed examination security during examination validation and administration for compliance with 10 CFR 55.49 and NUREG-1021.

b. Findings

No findings were identified.

4OA6 Meetings, Including Exit

The chief examiner presented the preliminary examination results to Mr. Edward Ray, Training Manager, and other members of the staff on January 18, 2012. A telephonic exit was conducted on February 15, 2012, between Mr. Brian Larson, Chief Examiner, and Ms. Mona Guyer, Operations Training Superintendent.

Limited proprietary information was used during examination development. However, no proprietary information has been retained by NRC.
