RIVER BEND STATION - NRC RETAKE EXAMINATION
REPORT 05000458/2015301
Dear Mr. Olson:
On June 19, 2015, the U.S. Nuclear Regulatory Commission (NRC) completed an initial operator license retake examination at the River Bend Station. The enclosed report documents the examination results and licensing decision. A telephonic exit meeting was conducted on July 16, 2015, with Mr. P. OConnor, Manager, Training and Development, who was provided with the NRC licensing decision.
The examination included the evaluation of one applicant for a reactor operator license. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55 and the appropriate license has been issued. There were no post-examination comments submitted by your staff. The enclosure contains details of this report.
No findings were identified during this retake examination.

Retake Examination Report.
The NRC evaluated the competency of one applicant for a reactor operator license at the River Bend Station.
The licensee developed the retake written examination using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The operating test was waived by the NRC. The retake written examination was administered by the licensee on June 19, 2015.
The NRC determined that the applicant satisfied the requirements of 10 CFR Part 55 and the appropriate license has been issued.

.1 License Applications
a. Scope
The NRC reviewed the license application submitted to ensure the applicant satisfied relevant license eligibility requirements.
b. Findings
No findings were identified.
.2 Examination Development
a. Scope
NRC examiners reviewed the retake written examination outline and draft written examination submitted by the licensee against the requirements of NUREG-1021.
b. Findings
The NRC provided outline and draft written examination comments to the licensee.
The licensee satisfactorily completed comment resolution prior to examination administration.
The NRC determined the quality of the submitted written examination was within the range of acceptability expected for a proposed examination.
The licensee requested a delay in administration of the examination from May 11 to June 5, 2015, due to an unplanned outage extension. The examination was again delayed from June 5 to June 19, 2015, because of the time required to incorporate recommended changes.
.3 Operator Knowledge and Performance
a. Scope
On June 19, 2015, the licensee proctored administration of the written examination to one applicant. The licensee staff graded the written examination and submitted the results to the NRC on June 23, 2015. On July 15, 2015, the licensee submitted their post-examination analysis.
b. Findings
No findings were identified.
The applicant passed the written examination. The final written examination and post-examination analysis may be accessed in the ADAMS system under the accession numbers noted in the attachment. There were no post examination comments as indicated in the licensee submittal.
The licensee requested and received approval from the NRC for the written examination to be withheld from the public document room for two years after the administration date.
.4 Simulation Facility Performance
a. Scope
The NRC did not observe simulator performance during administration of the retake written examination.
b. Findings
No findings were identified.
.5 Examination Security
a. Scope
The NRC reviewed examination security for examination development and administration for compliance with 10 CFR 55.49 and NUREG-1021.

A telephonic exit meeting was conducted on July 16, 2015, with Mr. P. OConnor, Manager, Training and Development, who was provided with the NRC licensing decision.
