This refers to the inspection conducted by our Resident Reactor Inspector, Mr. A. B. Beach, on January 29, 1982, of activities authorized by NRC Construction Pemit No. CPPR-145 for River Bend, Unit No.1, and to the discussion of our findings with Mr. Philip D. Graham and other members of

your staff at the conclusion of the inspection.
During this inspection, certain of your activities appeared to be in noncom-pliance with NRC requirements, as specified in the enclosed Appendix. The violation identified has been categorized as a Severity Level III violation i
i according to the NRC Interim Enforcement Policy, 45 FR 66754, dated October 7, 1980. This Severity Level normally dictates the imposition of a civil penalty.
During a meeting with you on February 8,1982, corrective actions discussed with regard to procedural changes and indoctrination of personnel were considered satisfactory. Subsequent to this meeting, reporting of deficiencies has been timely.
It is aur judgement, therefore, that the circumstances of the viol..:on and the corrective steps that you have taken do not warrant issuance of a civil penalty at this time. However, you are required to respond to this matter in writing in accordance with the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations. Your response should be based on the specifics contained in the Notice of Violation enclosed with this letter. Details of this item will be included in an inspection report to be issued in the near future and identified as Inspection Report 50-458/82-01.
i In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure will be placed in the NRC Public Document Room unless you r.otify this office, by telephone, within 10 days of the date of this letter and submit written application to withhold infomation contained therein within 30 days of the date of this letter. Such application must be consistent with the require-ments of 2.790(b)(1).
