l An NRC Resident Inspector at the Zion Station was visited in the NRC Resident Inspector of fice by an individual who expressed concerns about the Nuclear General Employee Training program (NGET) at Zion,

I LaSalle, and Braidwood.
Resolution of the concern on NGET at LaSalle is documented in Inspection Reports No. 50-373/89024(DRSS);
50-374 /89024 (DRSS). Resolution of the concerns on NGET at Zion is documented in Inspection Reports No. 50-295/89037(DRSS) ;
50-304/89033 (DRSS). General information on the licensee's NGET program are also provided in those inspection reports. The allegation concerning NGET at Braidwood is discussed below.
'It was evaluated through record and procedure review, discussions with licensee personnel, and participation in a two-day NCET session.
Allegation: An inadequate NGET handbook is used at Braidwood Station.
The handbook contains misinformation and does-not meet the course obj ective.
Discussion: The licensee's NCET program is currently certified by a major industry group. The' licensee's Production Training Center (PTC)
has overall responsibility for the program, and approximately annually, audits each of the six nuclear stations to review program implementation. A review of Braidwood's program on November 14, 1989, by the PTC identified no problems.

At Braidwood, a booklet titled " Nuclear General Employee Training" is

provided to each trainee at the two-day, initial NGET session and is.
available to_ individuals at the half-day NGET requalification sessions (required. annually after completion of the initial session). This booklet in used throughout the CECO system.
In addition, Braidwood
.'
provides a several page pamphlet titled " Nuclear General Employee Training Student Handout." This pamphlet lists the objectives for the 12 main topics presented at the two-day course, and according to the licensee, is intended as a student aid. The objectives listed in the pamphlet reflect the objectives listed in the lesson plans used by the
,
NGET instructors.
A review by the inspector of the NGET booklet, the student handout, and
'
information presented by an instructor and in the videotaped portions of a two-day NGET session identified no significant exampics of misinformation.
The inspector _did note a minor misstatement by the instructor in the p
video presentation regarding the type of neutron dosimetry used at the
'
l station. In addition, there is a discrepancy in the sequence for removal
'
L of protective clothing between the method listed in the NGET student l
handout and in the NGET booklet. These minor problems were discussed with l
licensee representatives during the inspection. The licensee was already aware of the clothing removal discrepancy and stated that it will be corrected shortly. Also, they agreed to correct the statement regarding I
neutron dosimetry. One other observation by the inspector is that during
,
l'
the second of the two written examinations administered during the NGET session, the instructor left the classroom on several occasions, a practice which could allow cheating and/or talking by the students taking l-the examinations. This observation was discussed with the licensee who
'
indicated that the usual practice for examinations was to provide constant L
observation of the students. A liccusee representative stated that the L
training staff would be reminded of the need for constant observation of L
students during examinations.
Findings: The allegation was not substantiated. The Braidwood
'
L'
NGET program has undergone some significant format changes since 1988.
L Generally, the NGET handbook, and other instructional information used in the program, have been revised to incorporate these changes and
[
other changes made in the main NGET topics. The inspector identified
'
only minor problems with the instructional information presented at a
[
recent.NGET session. The individual objectives listed in the student p
handout and the overall course objective of catisfying 10 CFR 19 requirements, industry Euidelines, and licensee procedures were adequately met.
No deviations or violations of regulatory requirements were identified.

The inspector discussed the purpose of the inspection and snost of the tentative findings with the individuals denoted in Section 1.
A licensee representative identified no material that the inspector indicated could be incorporated in the report as proprietary.
