Licensee Action on Previously Reported Items (Closed) Unresolved item (50-456/81-05-01)
Clarity of procedures for control of welding activities. Procedure QCP-B8 has been revised to specify disposition of welding electrodes in puncture or unsealed containers. This matter is considered resolved.
3.
Program or Functional Areas Inspected a.
Main Control Board Welding The inspectors observed rework welding in progress on panels in the control room. Rework procedures and checklists were at the work location in the control room.
Weld procedures and welders had been qualified. One quality control inspector was assigned to inspect welding on the panels as it was completed.
Instru-ments and wiring had been removed from the panel, tagged, and temporarily stored until the panel was ready for reinstallation of the instrumentation.
b.
Pipe Welding The inspectors examined completed field welds in the component cooling and chemical and volume control systems. Specific welds examined included CC43-FW22, CC43-FW21, CC43-FW25, CV33-FW8A and CV33-FW8B. The welds were completed and the required nondestruc-tive examinations (NDE) had been performed.
NDE results indicated that the final welds were acceptable.

Weld material issue receipts indicating materials were controlled in accordance with procedures were filed with the weld joint data packages. Weld travelers indicate that quality control inspection were performed at the various holdpoints that had been established and that the final weld had been inspected and accepted by the Authorized Nuclear Inspector.
No items of noncompliance or deviations were identified in the welding area.
c.
Inspection and Enforcement Bulletins The inspectors examined the licensee's actions relative to the following IE Bulletins (IEB) received by CECO to determine whether timely responses were sent to the NRC when required.
Whether the responses addressed the appropriate technical questions, and whether the required actions had been accom-plished.

Exit Interview The inspectors met with licensee representatives (denoted under Persons Contacted) at the conclusion of the inspection. The inspectors summarized the scope and findings of the inspection.
