Inspection Summary Inspection on January 27-28, 1981 (Report No. 50-456/81-02; 50-457/81-02)

Areas Inspected: Diesel generator installation and records. DC system installation and records. Raceway support welding and records. SKV switchgear installation and records. This inspection involved a total of 20 inspector-hours by two NRC inspectors.

Results: No items of noncompliance or deviations were identified during this inspection.

Program or Functional Areas Inspected 1.

Emergency Diesel Generator The inspectors observed partially completed installation of the emergency diesel generator units. All four of the units have been placed in their respective locations. Two of the units have been bolted to their foundations and bed plates grouted. Material used for grout is an epoxy based grout recommended by the diesel manu-facturer. The grout used is Sika Chemical Corporation's "Sikadur."

Examination of records of grout compressive strength tests indicates that the compressive strength of the grout cubes exceeded the strength requirements for 7, 14, and 28 day tests. The inspectors examined documentation relative to receipt inspections and procurement.

No items of noncompliance or deviations were identified in this crea.

Electrical Switchgear The inspectors observed partially completed installation of Class 1E electrical switchgear including 4160 volt and 480 volt distribution center. The switchgear cabinets have been set in place, welded to steel embed base plates, and grouted. Licensee is awaiting arrival of an alignment template from the manufacturer to complete circuit breaker alignment within the switchgear cubicles. The'switchgear room was heated and lockable, and is kept locked when work is not being performed in the room to prevent inadvertent construction damage to the switchgear.

Audits and Surveillances The inspect af v reviewed four reports of audits conduc+cd by licensee's Quality Assarsace department of electrical activities performed since the restart of construction at Braidwood. The audit scopes included corporate QA, contractor organization, welding material control, welder qualification, QC inspector qualification, QC inspections, nonconfor-mance report and hold tags, control of test and measuring equipment, and receiving inspections.

The inspectors examined twenty-five surveillance reports of surveil-lances performed by licensee's site Quality Assurance personnel of site electrical construction activities.

No items of noncompliance or deviations were identified in this area.

Cable Tray Installation The inspectors observed cable tray installation activities in the lower cable spreading room. Welding of cable tray hangers was being performed by a qualified welder using qualified procedures. The inspectors examined qualification records of three 'selders and two inspectors. Qualified weld procedures (WPS), for use when welding both carbon and stainless steel and carbon steel to stainless steel, were reviewed by the inspectors. Weld material control procedures provided storage, issue and use requirements for low hydrogen and stainless steel welding electrodes.

DC System

The inspectors observed two 125 volt batteries installed in Unit 1.

The batteries are connected to temporary power supplies to maintain charged conditions. The battery enclosures are complete on three walls.

In the room with the bat'ery enclosure are inverters, battery chargers, and DC Control, and distribution panels. The inspectors questioned whether battery room design would afford adequate protection from hydrogen gas accumulation and possible explosion resulting from operation of the equipment in the battery rooms. The inspectors met with licensee representatives at the conclusion of the inspection. The inspectors summarized the scope and findings of the inspection. The licensee acknowledged the findings as reported.
