Inspection Summary Inspection on September 1-3, 1981 (Reports No. 50-456/01-10; 50-457/81-10)
Areas Inspected: Documentation and installed structural steel in Units 1 and 2; welding in electrical and process pipe penetrations in Units 1 a.nd 2; welding and QC records for safety related piping in Unit 1.
This in-spection involved a total of 19 onsite inspector-hours by one NRC inspector.
Results: Of the areas inspected, one apparent violation was identified.

Structural Steel Documentation and Observation of Installation Units 1 and 2 i
a.
Two bolted joints in columns were observed inside containment in Unit 1.
These splice joints were made by Napoleon and inspection
,

performed by PTL. These joints were at the 404 foot level and were identified as columns A-271R37 and A-279R38. Each splice joint utilized 66 ASTM A-325 bolts 7/8 inch in diameter and there were two horizonal joints in the same area with six bolts and four
,
'
bolts of the same size. These joints were made to the requirements l
of S&L Specification 2722, Form 1705-R. The tightening and inspec-l tion is by the turn of the nut method and agrees with the AISC Code.
A check for torque of 10% or two minimum is required on each bolt cluster. The splice joint above contained 66 bolts and seven were checked to meet the specification.
In one of the horizontal joints in the area with two bolts, both bolts were checked to muet the minimum requirement. The Skidmore-Wilhelm Tester was calibrated against an NBS Standard No. 213.09/216746. The former requirement of calibration every two years by PTL will be changed by Napoleon to a yearly calibration. The inspection report for A-271R37 was acceptable, but the' inspection report by PTL for A-279R38 had not been receis O by Napoleon.

These connections were:
made by the Americer *;idge~ Division to S&L' Specification 2735,-
l Form 1700-T. The bolts were 3/4 inch diameter, ASTM A-307 and

were tiahtened to' hand tight. Welding was performed to AWS D1.1 and ott requirements may be found in:the AISC Code.. American Bridge )Ivision procedures were examined and found to be acceptable, and appraved by S&L.

Documentation Electrical and process Pipe Penetrations Units 1 and 2 Electrical penetrations consist of a pipe welded to a weld neck fitting.
.These welds were open butt and made to two procedures, IA-11-0, Revision 2, for the root passes and MA-11-05, Revision 5, for the completion of the weld. These welds are made to ASME Section III, 1974 Edition, Summer 1975 Addenda. Radiography is performed by PTL to Procedure No. QC-RT-1R13.
Unit 1 Weld CE-2 consists of SA 333, Grade 6, material welded to SA 105 material.
The following documentation was checked:
Unit 1 CE-2 18"x150 lb. fitting Unit 2 CE-3 and CE-4 12"x150 lb. fitting Unit 2 CE-8 and CE-9 12"x150 lb. fitting Documentation for several process pipe penetrations was examined and found to be acceptable for Unit I and Unit 2.
