Thank you for your letter dated November 28, 1979, informing us of the steps you have taken to correct the item of noncompliance which we brought to your attention in Inspection Report 50-454/79-15, 50-455/79-15, 50-456/79-13 and 50-457/79-13, forwarded by our letter dated October 24, 1979.

Your letter and its enclosu e indicate that you consider the item of noncompliance to be not warranted.

With regard to the mitigating considerations identified in your letter of November 28, 1979, the noncompliance cited in the Region III inspec-tion report was related to the lack of documented procedures for control of bulletins and circulars.

CECO Licensing, Quality Assurance,

and Station Nuclear Engineering Department were unable to provide the Region III inspectors with written procedures or written instructions for the control of bulletins and circulars, or with evidence that appropriate action had been taken in some cases. Criterion V of 10 CFR 50 Appendix B and the CECO Quality Assurance Manual both require that activities affecting quality " he prescribed by documented instructions, procedures or drawings."

Therefore, this item remains an item of noncompliance.

Your letter dated November 28, 1979 described the improvements in the existing system which will be implemented by January 31, 1980.
