Thank you for your letter dated November 26, 1979, informing us of the steps you have taken to correct the items of noncompliance which we brought to your attention in Inspection Report No. 50-454/79-14; 50-455/79-14 forwarded by our letter dated October 25, 1979. It is our understanding from your response that all Station Construction Department field engineers assigned to the Byron Site attended training for material receipt inspection and that the Station Construction Department is develop-ing a procedure for certification of personnel engaged in examination, in-spection, and testing activities in accordance with ANSI N45.2.6 - 1978.
We conclude on the basis of your response that all CE personnel subjected to such training were subsequently found to be qualified and that their performance is adequate for the interim, until January 15, 1980, when full conformance (including certification to the requirement) will be achieved. Further, we conclude that these same or other adequate measures are existent or will be established throughout your QA and construction organizations as appropriate. If the circumstances are different from our conclusions as outlined here, please contact us at your earliest con-venience.

Commonwealth Edison Company-2-As a followup to our previous discussions during the exit interview associated with the subject inspection, we shall pursue with you in the near future the consideration that there is clear separation of construction and QA/QC functions in your operations. We will examine these matters during a subsequent inspection.
