Dear Mr. Duncan:

You called the NRC Office of State Programs on January 11, 1980 regarding the arrests of construction workers at Seabrook Station on charges of conspiracy to violate State drug laws.
In response to that call, I informed you that this office initiated a preliminary inquiry into the possibility that the alleged drug possession on site may have adversely impacted safety-related construction.
I stated that we would inform you of the results of that inquiry.
The Public Service Company of New Hampshire was contacted to determine the

details and circumstances surrounding the arrests.
Follow-up by a Region I investigation specialist was conducted at the Public Service Company of New Hampshire corporate' offices in Manchester, New Hampshire on January 16, 1980 and further inquiries were made at Seabrook Station during an unannounced inspection by a Region I inspector on January 22-25, 1980.
The substance and findings of our inquiry are summarized in paragraph 2 of the enclosed inspection report, which indicates that there are no concerns about the quality of con-struction which are related to this drug inquiry.
I hope this information is responsive to Governor Gallen's concerns.
Region I will continue to implement its inspection program of Seabrook Station, Units 1 and 2, to assure that construction is proceeding in line with current regulttory requirements and licensee commitments.

Cerne of this office on January 22-25, 1980 at the Seabrook Station, Units 1 and 2, Seabrook, New Hampshire, of activities authorized by NRC License Nos. CPPR-135 and CPPR-136 and to the discussions nf our findings held by Mr. Cerne with Messrs. Herrin, Singleton and others of your staff at the conclusion of the inspection.
j Areas examined during this inspection are described in the Office of Inspection and Enforcement Inspection Report which is enclosed with this letter.
Within these areas, the inspectinn consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, no items of noncompliance were observed.
In accordance with Section 2.790 of the NRC's " Rules of Practice,." Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
If this report contains any information that you (or your contractor) believe to be proprietary, it is necessary that you make a written application within 20 days to this office to withhold such information from public disclosure. Any such application must be accompanied by an affidavit executed by the owner of the information, which identifies the document or part sought to be withheld, and which contains a statement of reasons which addresses with specificity the items which will be considered by the Comission as listed in subparagraph (b) (4) of Section 2.790. The infomation sought to be withheld shall be incorporated as far as possible into a separate part of the affidavit.
If we do not hear from you in this regard within the specified period, the report will be placed in the Public Document Room.
