PERRY NUCLEAR POWER PLANT, UNIT 1 NRC INITIAL LICENSE EXAMINATION REPORT 05000440/2007302(DRS)
Dear Mr. Allen:
On August 15, 2007, Nuclear Regulatory Commission (NRC) examiners completed initial operator licensing examinations at your Perry Nuclear Power Plant. The examination was a written retake examination for three license applicants that failed the February 2007 initial license written examination. The enclosed report documents the results of the retake written examinations which were discussed per telephone communication on August 28, 2007, between Mr. T. Evans, Perry Plant Training Manager, and Mr. D. McNeil, Senior Operations Engineer.
The plants training instructors administered an initial license written retake examination on August 15, 2007. One Senior Reactor Operator and two Reactor Operator applicants were administered license retake examinations. The results of the examinations were finalized on August 23, 2007. All three applicants passed all sections of their respective examinations and were issued applicable operator licenses.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). The announced initial operator licensing written retake examination was administered by plant training personnel in accordance with the guidance of NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 9.
Examination Summary:
C Three examinations were administered (two reactor operator and one senior reactor operator).

.1 Initial Licensing Examinations
a. Examination Scope
Perry Nuclear Power Plant training department personnel prepared and developed the written retake examination. After NRC approval, the examinations were administered by members of the training department staff in accordance with the standards contained in NUREG-1021, Operator Licensing Examination Standards for Power Reactors.
b. Findings
Written Examination The examiners reviewed the submitted examination in accordance with the guidelines contained in NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 9. The examiners determined that greater than 80 percent of the submitted examination met the guidelines of NUREG 1021 and was within NRC expectations for an examination submission. Several question were modified or replaced per NRC examiner request. Changes made to the written examination were documented on Form ES-401-9, Written Examination Review Worksheet, which is available electronically in the NRC Public Document Room or from the Publicly Available Records component of the NRCs document system (ADAMS). The licensee did not submit any post-examination comments. The NRC examiners graded the written examination on August 17, 2007, and conducted a review of each missed question to determine the accuracy and validity of the examination questions.
Operating Test The examination did not have an operating test. The examination was a retake written examination only.
.2 Examination Security
a. Scope
The NRC examiners reviewed the licensee's implementation of examination security requirements during the examination development and administration to assure compliance with 10 CFR 55.49, Integrity of Examinations and Tests. The examiners used the guidelines provided in NUREG 1021, "Operator Licensing Examination Standards for Power Reactors to determine acceptability of the licensees examination security activities.
b. Findings
There were no findings or issues concerning examination security.
4OA6 Meetings
Debrief The chief examiner discussed preliminary examination results on August 15, 2007, with Mr. D. Pierson and other members of the training department staff.
Exit Meeting The chief examiner conducted an exit meeting on August 28, 2007, with Mr. T. Evans, Perry Plant Training Manager by telephone. The NRCs final examination grades were disclosed during the telephone discussion. The chief examiner asked the licensee whether any of the material used to develop or administer the examination should be considered proprietary. No proprietary nor any sensitive information was identified during the examination debrief/exit meetings.
