Areas Inspected: Participated in NRC-HQ scheduling review with the licensee, covering status of site construction activities; implemented NRC Temporary Instruction T/I 2512/4 regarding interviews with site craftsmen. This inspection involved a total of thirteen on-site in-spector-hours by one NRC inspector.

Functional or Program Areas Inspected 1.
Status of Site Construction Activities The RIII inspector and the accompanying RIII personnel conducted a site tour, and participated in a scheduling meeting with the licensee and NRC-HQ personnel (denoted under Persons Contacted). The purpose of the tour and the meeting was to inspect and review the status of ongoing site construction at tivities and the planned schedule for future construction activities.

During the scheduling meeting, the licensee stated that, based on a reevaluation of the construction and licensing activities remaining and the resources available, CEI has revised the schedules for Perry Units 1 and 2 to reflect a four month slip in each Unit's fuel load date, and a six month slip in each corresponding commercial operation date. The new projected dates are as follows:
Fuel Load Commercial Operation Unit 1 November 1, 1982 November 1, 1983 Unit 2 November 1, 1984 November 1, 1985 The licensee stated further that submittal of the Perry FSAR to the NRC is now scheduled for May 1980.
Mr. Rubenstein of NRC-HQ discussed the impact of the Three Mile Island evaluation on the NRC licensing process, and stated that revised requirements for evaluations and analyses by the licensees could significantly affect the FSAR submittal and the subsequent review of the FSAR by the NRC.
With regard to the present status of the Perry Site construction activities, as of November 1, 1979, Unit I was 45.6% complete, Unit 2 was 30.7% complete, common facilities were 52.6% complete, engineer-ing was 85% complete, and the overall project was 42.5% complete.
With regard to specific areas of work activity, the safety-related concrete work is approximately 70% complete, the safety-related structural steel work is about 65% complete, and the total project electrical and piping activities are each about 18% complete. The NSSS work activities, which are on hold during the transfer of the work contracts from Newport News to General Electric, are approxi-mately 20% complete, although the major welding activities in the NSSS area have not yet started.
With regard to procurement of equipment and materials, all of the major equipment has been ordered, and the overall delivery status of materials appears to be consistent with the revised project schedule.
Approximately 75% of the major NSSS items are on site, including both RPV's with heads and internals. The delivery of large piping spools is averaging about 600 per month, with 79% either on site, in fabrication, or ready to ship, and all yard piping is on site. Mech-anical equipment is about 75% on site, and the deliveries of rebar, embedments and structural steel appear to be in good shape, with 88%
on site and the remainder forecast to arrive ahead of need.
Hanger shipments are averaging 350 per month, with 49% either on site, in fabrication, or ready to ship. With regard to electrical equipment, all large motors, 80% of the cable, all switchgear, and the Unit I batteries, battery racks and battery chargers are on site, and the instrumentation is 59% delivered.

Two potential problem areas with regard to equipment deliveries are the present slow delivery of mechanical penetrations, and potential delays in valve deliveries, particularly 2 1/2 inch and under valves.
The mechanical penetration deliveries have been slowed by design changes, slow material procurement by the fabricator, and poor shop scheduling. Approximately 74% of large valves are on site, but only about 30% of the 2 1/2 inch and under valves have been delivered.

Interviews with Site Craftsmen The RIII inspector and the accompanying RIII personnel conducted in-terviews with three site craftsmen, as part of the ongoing implementa-tion of NRC Temporary Instruction T/I 2512/4.
T/I 2512/4 contains requirements for interviews with craftsmen to solicit any concerns they may have regarding the quality of the work being done at the site.
Previous RIII Inspection Report 50-440/79-10; 50-441/79-10 discussed interviews which were held with five craftsmen employed by other site contractors. A total of 25 to 35 interviews with site craftsmen are planned during the implementation of T/I 2512/4.

Corporate Management Meeting A meeting was held on November 19, 1979, at the CEI Corporate Offices in Cleveland, Ohio, among CEI corporate management and RIII management (denoted under Persons Contacted). The meeting attendees reviewed the overall status of the Perry construction activities, and discussed specific areas of interest, including the following:

News to General Electric, b.
CEI compliance with ASME Code certification system requirements, Implementation of Temporary Instruction T/I 2512/4 regarding c.
interviews with site craftsmen, and d.
Qualification of inspection, testing and examination personnel in accordance with Regulatory Guide 1.58/ ANSI N45.2.6.
At the conclusion of the meeting, the licensee expressed appreciation for clarifications of NRC's regulatory positions received during the meeting. Following the corporate management meeting, the RIII manage-ment personnel participated in a tour of the Perry Site on November 20, 1979 to observe the status of ongoing work activities.
Exit Interview The inspector met with licensee representatives (denoted under Persons Contacted) at the conclusion of the inspection on November 15, 1979. The inspectors summarized the purpose and results of the inspection. The licensee acknowledged the results reported herein.
