Engineering and Technical Inspection Division SUMMARY Inspection on November 3-6, 1981 Areas Inspected This routine, unannounced inspection involved 27 inspector-hours on site in the areas of structural concrete, earthfill, coatings and previously identified items.
Results Of the 4 areas inspected, no violations or deviations were ident -led.

(Closed) Violation 424/81-06-01): Failure to Control Concrete 1 Vibra-tion.
The inspector examined the licensee's response datedf uly 17, J
1981 and ' implementation of the response.
Observation ' of work on concrete pour numbers 1-010-004, A-118-056B and A-08B-0938 demonstrated that. concrete-vibration is being controlled in accorda'ce with; specifi-cation and procedure requirements. Records show that craft have been retrained in proper concrete placement technique. This item is closed.

Failure to Follow Storage Maintenance : Procedure.
The inspector examined.the ' licensee's response dated August:11, 1981 and implementation - of the. response.
Missing documentation concerning maintenance-storage inspections for-

the Unit 2 reactor vessel has been found and placed in the proper files.
The system used for notification and documentation of main-tenance and storage inspections on equipment is being revised. This item is closed.

Unresolved Items Unresolved items were not identified during this inspection.
5.
Independent Inspection The inspector examined ongoing work in the power block, results of concrete placements and controls in the soils and concrete testing laboratory, and controls on coating materials.
No violations or deviations were identified.
6.
Containment (Structural Concrete II) - Observation of Work and Work Activi-ties, Unit 1)
The inspector observed partial placement of pour numbers 1-010-004, A-118-056B and A-088-093B. Acceptance criteria' examined by the inspector appear in the following documents:
a.
Specification X2AP01; Forming, Placing, Finishing and Curing Concrete b.
Procedure CD-T-02, Concrete Quality Control c.
PSAR, Sections 3 and 17 Forms were tight and clean, rebar was properly installed and clean. Pre-placement inspection was indicated by the signed preinspection forms.
Examination of the batch plant indicated proper mixes were being delivered to specified sites, materials were being controlled and that accurate batch plant records were being generated.
Samples for temperature, slump, air content, unit weight and strength met frequency requirements.
Post place-ment inspection showed required curing controls were being implemented.
No violations or deviations were identified.

Licensee Identification Item 10 CFR 50.55(e)
(Closed) Item 424/79-18-01 and 425/79-18-01:
Erosion of Category I Backfill.
The licensee reported a potential CDR regarding erosion of Category I backfill on November 14, 1979 (see RII Inspection Report Number 424-425/79-17).
Region II issued a confirmation of action letter dated November 15, 1979 in which it was understood that the licensee would not continue with backfill placement in or around the power block area or concrete placement on affected structures without the concurrence of NR..

Based on information presented in Georgia Power letters, D. Dutton to J. P.
O'Reilly dated January 8 and 10, RII concurred with the licensee's request
.to resume work on backfill and concrete operations in NRC letters James-P. O'Reilly to J. H. Miller dated January 14, 22 and February 8,1980.
The inspector examined the licensee final report dated August 29, 1980 and corrective measures taken by the licensee which are discussed in RII inspection report numbers 79-19, 80-3, 80-04, 80-5, 80-07, 80-09, 80-14 and 81-11.
