The NRC examiner conducted a regular, announced operator licensing initial examination and inspection activities during the period April 26-29, 1994.
The examiner administered an operating examination under the guidelines of the Examiner Standards, NUREG-1021, Revision 7.
One Senior Reactor Operator received an operating examination.
The inspector also conducted a review of training and medical record maintenance and tracking to verify compliance with the requirements of 10 CFR 55.53 and 10 CFR 55.23 respectively.

Discussion a.
Scope The NRC examiner administered one operating examination to one Senior Reactor Operator (SRO) candidate from the Catawba Nuclear Station during the week of April 25, 1994.
Activities included an evaluation
,
of operator performance, examination administration, reference material review, an assessment of simulator fidelity, a. review of licensed operator medical and operator licenses maintenance in accordance with ANSI /ANS-3.4, 1983 " Medical Certification and Monitoring of Personnel Requiring Operator licenses for Nuclear Power Plants" and 10 CFR 55.53 " conditions of licenses" respectively, and a review of action taken on previous inspection findings.

Operator Performance The NRC examiner evaluated.one candidate on two simulator scenarios

and a plant walkthrough in accordance with Revision 7 of NUREG-1021.
The NRC did not administer a written examination to the-candidate because he was granted an exemption (Enclosure 3).
The examiner tested the candidate's knowledge of the plant and his ability to safely operate the plant in accordance with established plant procedures.
The examiner found that the candidate's overall knowledge level was good, and that the candidate was strong in his ability to supervise the use of Emergency Operating Procedures (EOPs). -The
operator passed all parts of the operating examination.

During the simulator and walkthrough examination, the examiner noted that the candidate demonstrated good use of the Stop, Think, Act, and

Review (STAR) process.
The licensee implemented this process to reduce personnel errors by directing the operators to stop, think, act, and review when performing tasks..The methodical evaluation of their actions aided the operator in accurately performing tasks during the operating examination.
The examiner identified the use of the STAR process as an improvement since the last E0P inspection that was conducted in February, 1994 (IR 50-413,414/94-02).

Reference Material The examiner reviewed the reference material under the guidance of NUREG 1021, " Examiner Standards," for quality and usefulness and found the material to be satisfactory.

Simulator The examiner observed simulation facility operation throughout the simulator and walk-through portions of the examination.
The examiner found that the simulation facility performed satisfactorily in support

of the examination.
One " lock up" occurred during the simulator portion of the examination which had no adverse effect on the candidate's performance, f.
Licensed Operator Requalification Program Evaluation (71001)
The examiner reviewed a portion of the licensed operators' medical certifications and licenses in accordance with the requirements of 10 CFR 55.23, " Medical Certification" and 10 CFR 55.53 " Conditions of Licenses," respectively. All of the records that.the examiner reviewed were up to date and assembled in an orderly fashion.
The licensee's mechanism for " monitoring and tracking licensed operators coming on and off of active status" and " medical examination" was very good.
The examiner identified licensed operator training and medical record maintenance and tracking as a strength.
No violations or deviations were identified.

Action on Previous Inspection Findings a.
(0 pen) IFl 50-413/93-300-01, " Lack of attention to detail in procedure implementation." This item concerned the poor performance of operators during.the walkthrough examinations.

operator performance is improving, this item will continue to remain open until the corrective actions are shown to be adequate via the facilities 1994 annual requalification examination.

(0 pen) IFI 50-413/93-300-02, " Borderline performance of the licensed operator requalification training program." This item concerned the third sequential borderline performance of the requalification program. The licensee concluded that this open item was directly associated with the poor performance during the JPMs, thus, the corrective actions for IFI 93-300-01 also applied to this open item.
The inspector (IR 50-413,414/94-02) agreed with the licensee's determination.
Although the licensee's planned corrective actions were complete, this item will continue to remain open until the corrective actions are shown to be adequate via the facilities 1994 annual requalification examination.
4.
Exit Interview At the conclusion of the site visit, the examiner met with representatives of the plant staff listed in paragraph I to discuss the results of the examination.
The licensee'did not identify as proprietary any material provided to, or reviewed by the examiner.
Dissenting comments were not received from the licensee.
