SENIOR REACTOR OPERATOR RETAKE EXAMINATION HARRIS NUCLEAR PLANT - 05000400/2004-302

Dear Mr. Scarola:

In a telephone conversation on June 24, 2004, between Mr. Christos Kamilaris, Harris Operations Training Manager, and Mr. Ronald F. Aiello, NRC Senior Operations Engineer, arrangements were made for the administration of a re-take written licensing examination at the Harris Nuclear Plant. The examination is scheduled to be administered by members of your staff at the same time that the H. B. Robinson Nuclear Plant administers their written examination since the exams will be similar. The specific date for the Robinson is August 27, 2004.

As agreed during the telephone conversation, your staff will prepare the written examination based on the guidelines in Draft Revision 9, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors. The NRC regional office will discuss with your staff any changes that might be necessary before the examination is administered.

Based on our phone conservation on June 24, 2004, please submit the written exam outline in its final form by July 12, 2004. To meet the above schedule, it will be necessary for your staff to furnish the examination and the supporting reference materials identified in Attachment 2 of ES-201 by July 19, 2004. Please note that any post-exam comments from either Harris or Robinson could mutually affect each other. Additionally, if there are SRO-only failures, administrative holds will be placed on all applicants whose scores are 82% (72% at Robinson if a 100 point exam was administered) or less regardless which facility they are from. Pursuant to 10 CFR 55.40(b)(3), an authorized representative of Harris shall approve the written examination before they are submitted to the NRC for review and approval. All materials shall be complete and ready-to-use. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examination to be rescheduled. Your staff at Harris has agreed to be responsible for all duplication and exam administration efforts.

Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examination is being administered.

To permit timely NRC review and evaluation, your staff should submit the signed license application (Office of Management and Budget (OMB) approval number 3150-0090), medical certification (OMB approval number 3150-0024), and waiver request (OMB approval number 3150-0090) by July 20, 2004.
