NRC INSPECTION REPORT 50-397/98-09 Thank you for your letter of July 30, 1998, in response to our July 2, 1998, letter and Notice of Violation concerning the failure to: followprocedures for use of the reactor building crane; take prompt corrective actions for a fuel assembly not fullyinserted into its storage location in the spent fuel pool; followprocedures for excess flow check valve testing; have adequate procedures for excess flowcheck valve testing; and submit for prior NRC approval a change to the emergency plan. We have reviewed your reply and find it responsive to the concerns raised in our Notice ofViolation. We willreview the implenientation of your corrective actions during a future inspection to determine'that full compliance has been achieved and will be maintained.
