This refers to the investigation conducted by Messrs.
T.
W. Bishop, 0.
C. Shackleton, D. P. Haist, and W. J.
Wagner of this office of activities authorized by NRC Construction Permit No. CPPR-93.
An investigation of the sacrificial shield wall and pipe whip restraints was conducted between November 27, 1979 and February 28, 1980, and concerned irregularities in the fabrication of and quality records for the sacrificial shield wall and certain pipe whip restraints at WNP-2.
An inspection was conducted February 25-28, 1980 at the WNP-2 site in conjunction with the final phase of the hforementioned investigation.
The findings of the investigation were discussed with Mr. D. L. Renberger and other members of your staff at various times during the period of the investigation, with the last management interview occurring on February 28, 1980.
The areas examined during the investigation are described in the enclosed report.
Within these areas, the investigation consisted of selective examination of procedures and representative records, interviews with personnel, and observations by the inspectors.
Based on the results of this investigation, it appears that certain of your activities were not conducted in full compliance with NRC requirements.
Enforcement action related to this investigation is the subject of separate correspondence from NRC Headquarters dated June 17, '1980.
In accordance with Section 2.790 of the NRC's
"Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and enclosed inspection report will be placed in the NRC's Public Document Room. If this report contains any information that you believe to be proprietary, it is necessary that you submit a written application to this office within 20 days of the date of this letter, requesting that such information be withheld from public disclosure.
The application must include a full statement of the reasons why it is claimed that the information is proprietary.
