In addition, the inspectors toured the plant to obtain an independent update of plant construction status.
The inspection involved 44 onsite hours by two NRC inspectors.

Licensee Action on Previous Inspection Findings (78-08-02 Closed) Interfaces with Test Personnel:
The relationship between the Test Director and Shift Supervisor, particularly regarding ultimate responsibility for various activities, was more clearly defined in the Test and Startup Program Manual (TSPM).
(78-08-07 Closed) Resolution of Problems:
The licensee stated that paragraph 2.2 of Test and Startup Procedure No.
9 (TSP-9) would be changed to read

0 erational A Pro ram Im lementation The inspector commenced the review of the licensee's implementation of
'operational gA program for preoperational testing.
Included in the review were:
a) surveillance reports for 1980 to date, b)'quality control qualifications/certifications for startup test engineers, c) qualification/
certification of the onsite Operations gA Supervisor and engineers.
The inspector expressed concern for the startup test engineer qualification regarding electrical and mechanical testing.
The licensee has formulated a program whereby a mechanical engineer can qualify to perform electrical testing based on OJT type training and supervisory evaluation.
The inspector noted the program was effective, but expressed concern that the evaluation was not documented.
The licensee stated a method of documentation would be develope.
Flushin Pro ram and CRD Flush Procedure/Test Results The following flushing program test procedures were reviewed:
"Flushing Program Requirements" (FPI-1), "Cleaning Procedure Preparation and Control" (FPI-2), "Cleaning Procedure Implementation" (FPI-3), "Control Rod Drive Hydraulic Flush" (CP-13.0).
These procedures were reviewed against ANSI Standard 45.2.1 ("Cleaning of Fluid Systems and Associated Components During Construction Phase of Nuclear Power Plants" ), 10 CFR 50, Appendix B, Part XIV, and the
"WPPSS Position Statements" (Rev. 3) as they pertain to
"ANSI Standards" and
"Reg. Guides ".
The following areas of concern were expressed to the licensee's management and are being currently evaluated by them.
A.
Flushing Program:

1)
Inspection lighting requirements in FPI-1 should be reworded to reflect the intent of "WPPSS Position Statements" in reference to ANSI 45.2.1.
B.
2}
FPI-1 should detail measures to be employed to maintain cleanliness of cleaned surfaces as per ANSI 45.2.1 and 10 CFR 50, Appendix B.
3)
The FPI's or preoperational procedures and practices should address the tagging and logging of abnormal configurations, and tagging for cleaning in progress, as per ANSI 45.2.1, and
CFR 50, Appendix B.
Control Rod Drive Hydraulic System Flush (B0 13 02)
1)
Deviations from approved procedures should be identified and detailed when conditions are encountered which were not anticipated.
2)
Great care should be employed to make sure that record copies and master prints accurately reflect the complete boundaries and limits of the flush.
3)
The method for inputting hardware problems, encountered during testing, into a open items/master tracking system appeared to lack completeness.
4)
The policy of transposing data from the field procedures to a record copy led to numerous transposing errors.

Exit Interview The inspectors met with klPPSS representatives (denoted in paragraph 1)
at the conclusion of the inspection on August 14, 1980.
